Exclusion of the Press and Public

Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 9 of Part I of Schedule 12A to the Local Government act 1972 (negotiation of terms).

Minutes:

Housing Market Renewal Pathfinder Draft Masterplans and Prospectus 2

Minutes:

The Housing Market Renewal Team Leader submitted a report setting out the key elements of the draft masterplans and second Housing Market Renewal Prospectus.  The report also identified future issues and matters for consideration.

 

Discussion ensued with the following points raised/highlighted:-

 

Area Development Frameworks (ADFs)

§                     Consultation would not be to the same standard as the Local Development Framework (LDF) but would go a long way towards it

§                     Anything approved by communities would still have to proceed through the normal approval processes e.g. Planning Board

§                     Any member of the ADF Steering Group that was also a Member of the Planning Board would have to declare an interest at the appropriate time

 

Consultation

§                     The document would be subject to internal and external consultation

§                     A web site was to be established for the Programme which would include the masterplans

§                     Workshops and presentations to be held

§                     All amendments would be submitted to the ADF Steering Groups

§                     Consultation would link back to the LDF

§                     Transform South Yorkshire had funded research at a sub-regional level in order to gain better understanding of the housing and aspirations of residents for future housing

Risks

§                     Staffing – appointments had been made but there were still vacancies

§                     Detailed consultation had to be carried out on individual schemes and projects which had to be delivered this year

 

 

Agreed:-  (1)  That a further meeting be held on Monday, 25th July, at 11.00 a.m.

 

(2)  That at the next meeting:-

 

(a)  a presentation be made on each of the ADF’s with an invitation extended to each of the respective Chairs to attend;

 

(b)  a presentation on Prospectus 2;

 

(c)  update on the staffing structures and

 

(d)  Transform South Yorkshire Board decisions.
