Resolved:- That the minutes of the meeting held on 11th May, 2009 be approved as a correct record.

Audit and Inspection Activity Update pdf icon PDF 34 KB

Minutes:

Julie Slatter, Head of Policy and Performance, presented briefly the submitted paper outlining the ongoing audit and inspection activity currently being undertaken within the Council.

 

The paper covered:-

 

-     Data Quality     :     audits of the following new indicators to be undertaken from 20th to 21st July and 27th to 31st July, 2009 :

 

                                    • NI 120 – All age, all cause mortality rate

                                    • NI 56 – Obesity in primary school age children in Yr 6

                                    • NI 155 – Number of affordable homes delivered

 

-     Ofsted Inspection of Fostering Service : on site 22nd to 25th June, 2009

 

-     Quality Care Commission Inspection of Adult Social Care : on site 19th June to 2nd July, 2009

 

                                    Inspection to look at

                                             Safeguarding Adults

 

                                             Improved quality of life and increased choice and control and services for people with physical disabilities and sensory impairments

 

Resolved:- That the information be noted.

Further to Minute No. 38 of the meeting of this Board held on 11th May, 2009, Julie Slatter, Head of Policy and Performance, presented briefly the submitted paper indicating that the self assessment had been submitted to the CAA Lead at the beginning of June, 2009.

 

The paper covered:-

 

-     How well do local priorities express community needs and aspirations

 

-     How well are the outcomes and improvements needed being delivered:

 

·        How safe is the area?

·        How healthy and well supported are people?

·        How well kept is the area?

·        How environmentally sustainable is the area?

·        How strong is the local economy?

·        How strong and cohesive are local communities?

·        How well is housing need met?

·        How well are families supported?

·        How good is the wellbeing of children and young people?

·        How well are people’s social care needs and choices being met?

·        How good is the wellbeing of older people?

 

-     What are the prospects for future improvement?

Local Area Agreement 2006 - 2009 - Project Stretch Target Performance pdf icon PDF 133 KB

Minutes:

Tim Littlewood, Performance and Quality Manager, presented briefly the submitted report summarising the projected outturn performance for the stretch targets contained within the 2006-2009 Local Area Agreement. The report also contained an analysis of the projected performance reward grant.

 

Discussion and a question and answer session ensued and the following issues were covered:-

 

-     Performance Issues:

·        increasing the number of people on benefit who enter into sustainable employment

 

·        older people helped to live at home per 1000 population aged 65 or over

 

·        Chronic Obstructive Pulmonary Disease (COPD)

 

·        proportion of clients receiving a review

 

-     allocation of Performance Reward Grant

 

-     accessing benefit information from agencies

 

-     promoting this as a good news story

 

Resolved:- (1) That the information be noted.

 

(2) That it be noted that any performance reward grant from the LAA was to be allocated to a joint improvement fund that would be allocated by the Rotherham Partnership across each of the themes.

-           readiness for the regime

 

-           social care recruitment and retention issues

 

-           need to ensure LAC thresholds are applied accurately

 

-           supervised contact and out of borough placements

 

-           benchmarking of staff resources with other authorities

 

-           schools impact on CAA

 

-           desktop analysis and accessibility of information

 

-           GP’s duty to co-operate not extending to hospitals

 

-           partners’ involvement/awareness

 

-           commissioning potentially divisive

 

-           potential for member workshops and need to consider such at the Members Training and Development Panel

 

Sue Wilson, Performance and Quality Manager, presented briefly the submitted paper covering the latest data of the Local Area Children’s Services Performance Profile Quarter 1.

 

Discussion and a question and answer session ensued and the following issues were covered:-

 

-           liaison within the Yorkshire and Humberside region and nationally

 

-           movement away from the ‘red’ areas and any changes reflected on a quarterly basis

 

-           areas below the national average and fundamental reasons

 

Resolved:- (1) That the information and significance of the regime be noted.

 

(2) That the potential for Member workshops be considered at a future meeting of the Members’ Training and Development Panel.

 

(3) That, following the completion of the ongoing benchmarking work, consideration be given to holding a performance clinic relating to the reported staffing recruitment and retention issues.
