Minutes:

Consideration was given to a report which sought approval to appropriate Kiveton Park Depot from the Department of Culture and Leisure to the Department of Streetpride. 

 

The report dealt with the formal appropriation required in accordance with item 76, Appendix C of the Council’s Financial Regulations.

 

Resolved:- (1) That an appropriation of Kiveton Park Depot from the Department of Culture and Leisure to the Department of Streetpride at a value of £68,000 be approved.

 

(2) That the Assistant Chief Executive, Legal and Democratic Services complete the necessary documentation

 

(3) That the Director of Central Finance amends the Council’s financial records.

Parking Enforcement in Satellite Town Centre Car Parks

Minutes:

Consideration was given to a report which detailed proposals to commence enforcement of unauthorised parking in designated disabled parking bays in the satellite towns of the Borough.

 

The Council’s Civil Enforcement Officers currently patrol satellite towns within the borough to enforce illegal parking activities such as double yellow line offences.  However the Council owned car parks in these towns are not generally patrolled as the Council has no power to undertaken enforcement.

 

It was suggested that the Council should work in conjunction with its partners, Total Parking Solutions, to undertake enforcement of the car parks in these towns.  This method of working negates the need for a Traffic Regulation Order whilst allowing lawful enforcement.  The intention was for enforcement of unauthorised use of designated disabled parking bays.

 

The enforcement patrols would cover the following car parks:-

 

  • Wath Library
  • Wath College
  • Wath Saracen’s Head
  • Queen Street, Swinton
  • Church Street, Swinton
  • Constable Lane, Dinnington

 

A request had also been received from the Manager of the Leisure and Service Centre at Maltby for patrols of the car park’s disabled parking facilities to ensure proper use.

 

Resolved:- That the proposals be approved and enforcement commence as soon as possible.

EXCLUSION OF THE PRESS AND PUBLIC

The following item is likely to be considered in the absence of the press and public as being exempt under Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended March 2006) (information relating to the financial or business affairs of any particular individual (including the Council)):-

Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended March 2006)

Waste Paper Processing and Recycling Contract

Minutes:

Consideration was given to a report concerning the Waste Paper Processing and Recycling Contract.

 

Tenders had been invited for the processing and recycling of waste paper collected across the Borough of RMBC through the blue bag collection service.  The purpose of the tendering exercise was to obtain the best possible price (per tonne) for the waste paper we collect.

 

The contract was for a 4 year initial term with an option to extend for a further 3 years, subject to mutual agreement.  The price was fixed for the first 4 years, but if the contract was extended further, the contract provided for the price to be adjusted in line with market conditions prevailing at the time.

 

Seven firms were invited, but only three submitted a valid tender.  The firm offering the highest price was Newport Paper Limited, who have a transfer station in Parkgate, only 2km from the Town Centre.  As the tender submitted by Newport Paper was the most economically advantageous, it was recommended that this tender be accepted.

 

Resolved:- That the tender of Newport Paper Limited be accepted, with an initial contract of 4 years and an option to extend by a further 3 years.
