Resolved:-  That the action of the Cabinet Member, as detailed above, be noted.

Streetpride Response Times - Year End Report pdf icon PDF 46 KB

Consideration was given to a report, presented by the Projects and Performance Officer, detailing the high overall level of performance of Streetpride Services during the financial year 2009/10.

 

It was reported that the overall result for the financial year 2009/2010 was 97.3% compared with the previous financial year’s out-turn of 97.4%.

 

However reference was made to Quarter 4’s performance which had dropped slightly.  The full details of the reason for this were detailed in the Appendices to the submitted report, but were mainly due to adverse weather in January, 2010, an increase in requests to clear litter and technical problems with the Siebel CRM System in March, 2010.

 

Members present raised and discussed the following:-

 

-                      the value of the exceptions report (Appendix 3)

-                      street lighting faults that YE were responsible for

-                      shadow reporting against the recently approved new response times 

 

Resolved:-  (1)  That Streetpride’s overall performance in 2009/10, as detailed in the report now submitted, be noted.


(2)  That the report be forwarded to the Regeneration Scrutiny Panel for information.

Expiry of the Strategic Partnership Contract for Civil Engineering Schemes (G100) pdf icon PDF 48 KB

Minutes:

Consideration was given to a report, presented by the Schemes and Partnerships Manager, relating to the G100 Strategic Partnership Contract for Civil Engineering Schemes with Ringway, which began on 12th July, 2004 initially for 5 years.  It was reported that this contract was extended for a further two years on 12 July 2009, as permitted under the contract. 

 

Consideration was requested regarding the arrangements to be put in place after this contract expires on 11th July, 2011.

 

Reference was made to the successes and benefits of this contract for the Council.

 

Members’ attention was, however, drawn to the healthy funding environment during the previous years of the contract, and it was reported that this was unlikely to continue.  Reference was therefore made to the proposed arrangements for the immediate future delivery of highway/civil engineering works as detailed in the submitted report.

 

Members present raised and discussed the following:-

 

-                      the need for flexibility

-                      badging up”

-                      remaining level of expertise and in-house capacity

-                      uncertainty about the level of funding for transportation and associated construction

 

Resolved:-  That the contents of the report be noted.

Highway Damage Following Severe Winter Weather pdf icon PDF 64 KB

-           to update the Cabinet member on the level of highway damage caused by the extreme winter weather and detail action taken and proposed to address the situation.

Further to Minute No. 36 of the meeting of the Cabinet Member for Streetpride held on 15th March, 2010, consideration was given to a report, presented by the Streetpride Community Delivery Manager, updating the Cabinet Member on the level of highway damage caused by the extreme winter weather and detailing the action taken, and proposed, to address the situation. 

 

Members’ attention was drawn to:-

 

-                      “Priority Damage” – repairs undertaken prior to 31st March, 2010 – costing £727,000 (noting this was £504,000 above normal basic highway maintenance budget) – detailed in Appendix A

-                      “Other Severe Damage” – noting inspections had now identified a further £1,317,200 of required repair works

-                      Damaged locations identified in each Ward (Appendix B)

-                      Extra funding from the DfT – Rotherham’s allocation being £327,700

-                      The £576,000 of  “Other Severe Damage” that has no identified funding source

 

Members were also referred to the risks and uncertainties which were detailed in the submitted report.

 

Resolved:-  (1)  That the report together with the action taken, and proposed, to address the identified damage be approved.

 

(2)               That investment in the repair of the remainder of the “Other Severe Damage”, at an estimated cost of £576,000, be considered against other competing priorities in the Medium Term Financial Strategy.

 

(3)               That the report be referred to the July 2010 meeting of the Regeneration Scrutiny Panel.
