Ken Wheat, Transportation Unit Manager, to report. - to report objections to the proposed double yellow lines. Additional documents:
Minutes: Consideration was given to a report, presented by the Senior Engineer, relating to the receipt of objections in relation to proposed waiting restrictions around School Road, Wales Road, Church Street and Orchard Lane, Wales, following advertisement of the associated Traffic Regulation Order.
Details of the scheme were illustrated on Drawing Number 126/18/1327, attached to the submitted report at Appendix A.
It was reported that 2 formal objections had been received to the Traffic Regulation Order together with responses from residents following a door to door survey carried out by the local Councillor. Details of these were set out in Appendices B and C to the report.
It was noted that the majority of residents recognised the parking problems in the area but had also requested a Residents’ Only Parking scheme.
However, the reasons for, and benefits of, the proposed waiting restrictions were explained in detail with reference to the aims and objectives of the South Yorkshire Local Transport Plan and Casualty Reduction/Road Safety Strategy. The Council’s policy concerning the implementation of Residents’ Only Parking schemes was also referred to.
Resolved:- (1) That the objections received to the proposed waiting restrictions on School Road, Wales Road, Church Street and Orchard Lane, be not acceded to.
(2) That the objectors be informed of the reasons for this decision.
(3) That the Traffic Regulation Order be sealed and the waiting restrictions be implemented. |

The Yorkshire and Humber Rail Network Route Utilisation Strategy PDF 4 MB Brian Igoe, Planning Officer, to report. - to inform Cabinet Member about the final Yorkshire and Humber Rail Network Route Utilisation Strategy (RUS). Minutes: Further to Minute No. 150 of the meeting of the Cabinet Member for Regeneration and Development Services, held on 15th December, 2008, consideration was given to a report, presented by the Senior Engineer, relating to the final Yorkshire and Humber Rail Network Route Utilisation Strategy (RUS).
It was pointed out that the Strategy adopted lower cost interventions before turning to more complex and expensive solutions.

Peter Thornborrow, Conservation and Urban Design Officer, to report. - Minutes: Consideration was given to a report, presented by the Conservation and Urban Design Officer, relating to receipt of a petition containing fifty one signatures from the residents of Clifton Bank which was sent to the Chief Executive with an accompanying letter dated 12th July 2009.
It was explained that the petition was calling for “the introduction of Article 4 Directions” to remove the permitted development rights of local residents from altering the fronts of their properties or demolishing their boundary walls to create hard standings for off-street car parking.
The background to this request, together with the necessary process, was detailed in the submitted report. It was pointed out that once the notices had been served it was proposed that a public consultation event would be held to seek wider views in respect of this initiative and the outcome would be reported to a future meeting of the Cabinet Member for Economic Development, Planning and Transportation.
Those present discussed the limited access, parking and suitable turning space at this location.
Resolved:- (1) That the petition be received.
(2) That the proposal to initiate proceedings to introduce Article 4 (2) Directions for the domestic properties on Clifton Bank, nos. 2 – 28 (consecutive), and nos. 81 & 81A Wellgate, and nos. 1- 6 Wellgate Terrace be supported.
(3) That, prior to confirmation of the Directions (or otherwise), a further report be submitted to a future meeting of the Cabinet Member for Economic Development, Planning and Transportation, detailing the findings of the public consultation event. |

Objection to Proposed Waiting Restrictions on Braithwell Road, Ravenfield PDF 48 KB Richard Baker, Senior Technician, to report. - to report receipt of an objection to the proposed No Waiting At Any Time restriction on Braithwell Road as part of the signalisation of Ravenfield Crossroads. Minutes: Consideration was given to a report, presented by the Senior Engineer, relating to receipt of an objection to the proposed No Waiting At Any Time restrictions on Braithwell Road as part of the signalisation of Ravenfield Crossroads.
Details of the scheme were illustrated on Drawing No. 126/18/TT487 which was appended to the submitted report.
Details of the objector’s concerns were included in the report, together with the technical officer’s responses. It was pointed out that this junction had been identified for improvement and signalisation. The proposed works would be funded from the Local Transport Plan Integrated Transport budgets. The aim of the scheme would be to reduce congestion and improve accessibility.
It was also confirmed that the introduction of double yellow lines would not prevent businesses from loading and unloading. It was emphasised that the proposals were essential for the effective operation of the proposed signalised junction.
Resolved:- That the objection be not acceded to and the Order for the waiting restrictions be made by the Assistant Chief Executive of Legal and Democratic Services. |

Eric Manns and Doncaster Gate - Buildings Tender Report Vaughan Titterton, Senior Planning Supervisor, to report. - to seek authority to accept the tenders for the refurbishment and construction works at Doncaster Gate and Eric Manns Building Minutes: Consideration was given to a report, presented by the Director of Asset Management, seeking authority to accept the tenders for the refurbishment and construction works at Doncaster Gate Hospital and Eric Manns Building and to provide a progress up-date on these projects & the Town Hall
Reference was made to the programme of works for Doncaster Gate, Eric Manns Building and the Town Hall, together with the timetable.
It was explained that the current contractor had been chosen from within the current Contracts Framework.
Resolved:- (1) That the tender expenditure sum of £1,385,796 (Doncaster Gate - £578,000 and Eric Manns £807,796) submitted by Mansell Build Ltd dated 25 April 2009 and 17 July 2009 be accepted.
(2) That a further report be produced to seek approval of expenditure of the works at the Town Hall upon receipt of a tender in November 2009. |
