Council’s Progress to meet the Pitt Recommendations after 2007 Floods pdf icon PDF 59 KB

-           DEFRA request for Council’s progress on local implementation of the Pitt recommendations after 2007 floods.

Consideration was given to a report, presented by the Principal Engineer, detailing the Council’s response to DEFRA’s request for the Council’s progress in meeting the ninety-two recommendations set down by the Pitt Review issued in December 2008.

 

It was reported that several services with the Council had contributed to the update and that the response (Appendix A to the report) had been submitted to DEFRA by the due date of 30th October, 2009.

 

Reference was made to:-

 

-                      amount of work already done in compliance with the recommendations

-                      work remaining, e.g.  surface water management plans and noting cross boundary issues

-                      resourcing and financial implications

-                      funding available from DEFRA, noting local authorities will have to bid for this and the total amount made available was considered to be insufficient

-                      concerns re: the bidding process

-                      issues re: riparian ownership

-                      planning issues re:  block paving and surface water run-off

-                      progress since the 2007 floods

-                      communications issues and problems regarding distribution of information

-                      flood alleviation works on the River Don and the responsibilities of the Environment Agency and property owners

 

A request was also made to those present to support all future revenue and capital bids, including bids to DEFRA, to meet the demands of the Pitt recommendations.  

 

Resolved:-  (1)  That the Council’s response to DEFRA’s request (i.e. Annex 1 and Annex 2, including Executive Summary) be ratified.

 

(2)        That bids for additional revenue and capital funding including bids to DEFRA, to meet the demands of the Pitt recommendations, be supported.

Consideration was given to a report, presented by the Principal Engineer, detailing schemes proposed by 2010 Rotherham Ltd and Neighbourhood Investment Services to provide environmental improvements and seeking approval to proceed with the works, insofar as they will affect the public highway. 

 

A detailed plan of each of the thirteen schemes was appended to the submitted report.

 

Members present discussed the provision of dropped kerbs for disabled and the further consultation.

 

Members offered comment on the following three specific schemes:-

 

-                      Chestnut Avenue, East Dene – severe demand may be put on any new parking provision due to the lack of provision on the adjoining ‘The Grove’.

 

-                      Park Road, East Dene – the Cholera Burial Ground should be respected in that parking should be discouraged immediately adjacent through the build up of ground or similar.

 

-                      Treetown Crescent, Treeton – the scheme should try to ensure that properties adjacent the proposed parking bays are not prevented from having their own drive and hardstanding in the future.

 

Resolved:-     That subject to:-

 

a) scheme funding being made available by 2010 Rotherham Ltd and Neighbourhood Investment Services;

 

b) there being no objections raised through further comment or consultations with residents or Elected Members that cannot be overcome through minor modifications through the 2010/Neighbourhood Investment Service consultation process;

 

the following works be implemented:-

 

Patterson Road, Dinnington – Proposed verge hardening

Caine gardens, Richmond Park – Proposed parking bays

Chestnut Avenue, East Dene – Proposed parking bays

Doncaster Place, EastDene – Proposed parking bays

Park Road, East Dene - Proposed verge hardening

St John’s Road, Swinton – Proposed parking bays

Church Close, Swinton – Proposed parking bays

St Mary’s Crescent, Swinton – Proposed parking bays

Treetown Crescent, Treeton – Proposed parking bays

Greenfields, Rawmarsh – Proposed parking bays

Roman Crescent, Rawmarsh - Proposed parking bays

Marriot Place, Rawmarsh - Proposed parking bays

Mile Oak Road, Broom Valley - Proposed parking bays

 

 (The following item, which had been included on the agenda as an exempt item, was, following advice from Legal Services, considered as an open item)

25.

Tickhill Road, Maltby – Gateway Environmental Improvements

Karen Gallagher, Project Officer, to report.

-           to seek Approval of gateway works and funding arrangements on behalf of Neighbourhood Investment Team.

Minutes:

Consideration was given to a report, presented by the Project Officer, detailing proposals for environmental improvement works at Tickhill Road, Maltby, as follows:-

 

-                      to provide high quality soft landscaping and enhanced hard works to the existing large grassed area between Howard Road and Beresford Road, and the existing smaller grassed area between Beresford Road and Glencairn Close; to create the impression of a small park.

 

Drawing No. L4660/304 appended to the report, illustrated the proposed works. 

 

Details of the costs of the works were set out in the submitted report.  It was reported that the proposals included one year’s maintenance of the landscape works and any costs for defects within the hard works.  The funding was from the 2009/2010 Regional Housing Board programme.

 

Those present expressed concern about the cost and responsibility of future maintenance commitments.

 

Resolved:-  That the proposed works be approved and funding arrangements noted.
