Consideration was given to a report presented by the Best Value Officer, detailing the performance results up to the third quarter of the year 2009/2010.

 

The report focused on indicators affected by the following issues:-

 

-                      Performance measures in the EDS suite of performance indicators

-                      Performance indicators that have not reached their target setting

-                      Performance clinics

-                      All England upper quartile comparisons 2007/2008

-                      PriceWaterhouseCoopers upper quartile comparisons 2008/2009

-                      The New Performance Framework – Single Set of National Indicators, out of 198 indicators, EDS indicators are identified in this report. Local Area Agreement (LAA) indicators for which EDS is responsible have also been identified.

-                      Equalities report

-                      Risk Management report.

 

Reference was made to:-

 

Total number of indicators = 107

Number of indicators that had achieved target = 76 (71%) - green

Number of indicators that are slightly outside target = 16 (15%) – amber

Number of indicators that have not achieved target = 11 (10.2%) – red

Number of indicators with no target = 4 (3.8%) – grey

 

The following specific indicators were explained and discussed in detail:-

 

BV 200b

Plan making milestones which the Local Development Scheme sets out;  noting the latest position in respect of the Joint Waste DPD with Doncaster and Barnsley.

NI 154

Net additional homes provided;  noting the sharp fall due to market conditions.

NI 159

Supply of ready to develop housing sites: noting that the figure represented overall supply rather than a “deliverable 5 year supply”.

NI 191

Residual household waste per household – number of kg collected per household: noting current position regarding the Environment Agency’s examination of whether the biomass output from the Sterecycle process can count as being recycled.

NI 192

% of household waste sent for reuse, recycling and composting:  noting the impact on this indicator of the refurbishment of the Household Waste Recycling sites, and the impact the inclusion of Sterefibre would have.

         Review of the national indicator set

         Place Survey – Civil protection awareness/Emergency response:-  relationship with Sheffield City Council

         NI 8 – adult participation in sport

         NI 19 – adult usage of public libraries

         NI 10 – adult usage of museum

         Performance clinics:  noting the declining employment rate in Rotherham compared to national

         The new performance framework – allocation of responsibility to officers of indicators

         Equalities monitoring

         Customer reporting and customer satisfaction - snapshot 1st Sept to 31st Dec 2009:- for Streetpride Connect and Development Control;  Building Control

         Risk Management:-  noting high risks re:  006/03e Waste Management Strategy;  YES project;  Reservoir failure
