-           to report on the performance against budget.

Consideration was given to a report presented by the Finance Manager, detailing the performance against budget for the Environment and Development Services Directorate Revenue accounts for the financial year April to March 2009/10. 

It was reported that the unaudited outturn position showed a balanced budget.  This was a £246,000 improvement on the reported February 2010 budget monitoring position.

It was pointed out that the report included a proposal to request carry forward funding of £34,270 for WREN and Bar Park.

The following items were highlighted:-

-                      Asset Management:-  noting the contribution from underspends to top up the Winter Maintenance Reserve.

-                      Business Support:-  reference was made to:-  (i)  the conference budget;  (ii) the training budget, noting essential health and safety training only.

-                      Culture and Leisure:-  noting the carry forward request on WREN funded Third Party Payments and in relation to Bar Park.

-                      Regeneration and Planning:-  noting under recovery of income.

-                      Streetpride:-  noting the balance budget

Resolved:-  (1)  That the unaudited outturn position for the Environment and Development Services Directorate Revenue budgets for the 2009/2010 be noted.

(2)  That support be given to the recommendations made to the Strategic Leadership Team and Cabinet to approve the carry forward requests contained in this report.

(3)  That this report be referred to the Regeneration Scrutiny Panel for information.

Consideration was given to representation on outside bodies and membership of the Council’s panels, sub-groups etc for the 2010/2011 Municipal Year.

Resolved:-   That appointments to outside bodies, panels and sub-groups etc be deferred.
