EXCLUSION OF THE PRESS AND PUBLIC

The following items are likely to be considered in the absence of the press and public as being exempt under Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended March 2006) (information relating to the financial or business affairs of any particular individual (including the Council)):-

Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended March 2006) (financial/business affairs).

Library / Arts Centre Design Services for the fit out of the Ground Floor Riverside House

Ian Smith, Director of Asset Management/Paul Smith, Worksmart Manager, to report.

-           to request the setting aside of standing orders for the procurement of Library Design services for Riverside House.

Minutes:

Consideration was given to a report, submitted by the WorkSmart Manager, requesting exemption from the provisions of Standing Order No. 38 in respect of the tendering for the procurement of Library Design Services for Riverside House.

 

The detailed reasons for progressing with one quotation were set out in the submitted report.

 

The reasons why these services could now be accommodated in Riverside House were explained, and reference was made to the layout, as illustrated on several plans made available at the meeting.

 

It was confirmed that the associated costs would be from the Capital Programme Priority ‘A’ project “Civic Centre Relocation”.

 

Members present raised the following issues:-

 

-                      potential requirement of accommodation for 2010 Rotherham Ltd.; the Regimental Museum and Archives Service;  PCT

-                      public access;  public transport links and car parking provision

-                      reduced external funding

-                      compliances with DDA

 

Resolved:-  That, in accordance with Standing Order No. 38, approval be given for the exemption from Standing Order No. 47.6.2 in respect of the procurement of Library Design Services for Riverside House.

Fit out of Riverside House

Minutes:

Consideration was given to a report, presented by the WorkSmart Manager, in respect of the following:-

 

-                      Issuing a letter of intent for the procurement of Tenants’ Cat ‘B’ fit out works

-                      Finalising negotiations and entering into contract for the fit out

-                      Variation of the interior designers’ instructions

-                      Exemption from the provisions of Standing Order No. 38 in respect of the procurement of Employers’ Agent services

-                      Seeking exemption from Call-in

 

The reasons for the urgency of this matter were detailed.

 

Reference was made to planning and access issues which were being addressed.

 

It was confirmed that the funding would be from the Capital Programme Priority A project “Civic Centre Relocation”.

 

Resolved:-  (1)  That the Director of Asset Management be authorised to issue a letter of intent as described in section 7 of the report now submitted.

 

(2) That the Director of Asset Management be authorised to finalise negotiations and enter into contract for the fit out of Riverside House as described in section 7 of the report now submitted.

 

(3)  That the interior designers’ instructions be varied as covered in section 7 of the report now submitted.

 

(4) That, in accordance with the provisions of Standing Order No. 38, approval be given for exemption from Standing Order No. 47.6.3, for tendering the procurement of Employers’ Agent services for Riverside House.
