Consideration was given to the minutes of a meeting of the Rotherham Local Development Framework Steering Group held on 18th March, 2011.

Petition re: Unmindful Car Parking - Duke of Norfolk Estate, Rotherham pdf icon PDF 32 KB

-  to note receipt of the petition and to request investigation of the matter raised with a view to a report being submitted to a future meeting.

Consideration was given to a report relating to the receipt of a petition, containing 168 signatures, regarding Unmindful Car Parking – Duke of Norfolk Estate, Rotherham.

 

The Transportation Unit Manager referred to the longstanding issue associated with Queensway and hospital parking.  Members were informed of on-going investigations and to discussions with Ward Councillors and the Area Assembly.  Reference was also made to a Section 106 agreement in respect of the planning application for a multi-storey car park at the District General Hospital, which was not now being pursued to detailed planning application stage which meant that the funding relating to the proposed Section 106 could not be drawn down.

 

Resolved:-  (1)  That the receipt of the petition be noted.

 

(2)  That the petition be referred to the Transportation Unit to investigate the matter raised in the petition and a further report be submitted to a future meeting of the Cabinet Member for Regeneration and Environment.

 

(3)  That the lead petitioner be informed of the action taken to date.

Richard Pett, Public Rights of Way Officer, to report.

-  to inform the Cabinet Member of a campaign by The Ramblers Association to seek to protect budgets for rights of way activities within local authorities.

Consideration was given to a report, presented by the Public Rights of Way Officer, informing the Cabinet Member of a national campaign by The Ramblers Association aiming to raise awareness of the importance of maintaining and managing rights of way and seeking to protect budgets for rights of way activities within local authorities.

 

Reference was made to:-

 

-          the rights of way network within Rotherham

-          use of the network by Rotherham public and the number of walking groups in Rotherham

-          health benefits in encouraging more people to be physically active

 

Members present commented on:-

 

-          ensuring paths through fields are reinstated following ploughing

-          involvement of the local Ward Members

-          links with the Sports Development Officers

-          value of the Trans Pennine Trail

 

Resolved:-  That the report be noted.

118.

Strategic Multi Modal Transport Model pdf icon PDF 37 KB

Matthew Lowe, Engineer, to report.

-  to seek an exemption from Standing Orders.

Minutes:

Consideration was given to a report, presented by the Transportation Unit Manager, seeking an exemption from Council’s Contract Standing Orders in accordance with Standing Order 38 (exemptions) so that a new contract could be awarded, on the same terms and conditions as the existing contract, to MVA Consultancy Ltd for Strategic Multi Modal Transport Modelling.  The report therefore sought exemption from the provisions of Contract Standing Order 48.1.

 

An explanation was given of:-

 

-          the type of work and schemes that would be covered by the contract (noting in particular work needed in respect of the Best and Final Offer to the DfT for the Waverley Link road)

-          existing contract terms and provisions

-          satisfaction with previous overall performance

-          reasons for requesting exemption

-          support from Legal Services

 

In the light of the information provided the Cabinet Member was of the opinion that the decision should also be exempted from the provisions of the call-in process in order for the contract to be put in place.

 

Resolved:-  (1)  That, in accordance with Contract Standing Order 38, approval be given for an exemption from the provisions of Standing Order 48.1 (requirement for contracts valued over £50,000) and the Council, in conjunction with Sheffield City Council, award a new contract, on the same terms and conditions as the existing contract, to MVA Consultancy Ltd for Strategic Multi Modal Transport Modelling with an end date of 23rd December, 2011.

 

(2)                    That approval of the Mayor be sought to exempt this decision from the call-in process to enable the new contract to be put in place.

Highways Maintenance Schemes Programme 2011/2012 pdf icon PDF 31 KB

-  to outline the proposed programme of works.

Consideration was given to a report, presented by the Network Senior Engineer, Streetpride, outlining the proposed programme of works to utilise the LTP Highways Maintenance Capital allocation received from the Department for Transport (DfT), the Council’s Revenue Highway Maintenance Scheme allocation and the Revenue Surface Treatment allocation.

 

Details of the schemes were set out as follows:-

 

Appendix 1 – Local Transport Plan schemes

Appendix 2 – Revenue Schemes

Appendix 3 – Revenue Surface Treatments

 

Members present drew attention to the following:-

 

-          conditions of footways on the Wetherby estate

-          condition of highway at Laudsdale Road/Bradstone Road

-          Doncaster Road, Dalton

-          £3m of works being carried out

 

The Network Senior Engineer agreed to up date Ward Members.

 

Resolved:-  That the attached programme of work for the capital funded projects as part of the LTP Maintenance Programme and the Revenue programme be approved.
