Petition requesting re-surfacing of carriageway on Chapel Walk, Rawmarsh pdf icon PDF 2 MB

- to consider concerns raised by residents of Chapel Walk and Chapel Way about the current condition of the road and requesting resurfacing.

Minutes:

Consideration was given to a report, presented by the Streetpride Assessment/Design Engineer, relating to the receipt of a report about a petition signed by 26 residents of Chapel Walk and Chapel Way, Rawmarsh.

 

The petitioners were complaining about the number of pot holes in the road and had requested that the cul de sac be resurfaced.

 

At the discretion of the Cabinet Member the lead petitioner presented the residents’ case and provided photographs of further pot holes that had appeared and other supporting information.

 

Reference was made to:-

 

-          Streetpride’s frequency of inspection

-          road hierarchy

-          the level of damage experienced across the whole network

-          available funding, funding sources and resources

-          assessment and prioritisation of all sites requiring repairs

-          the Council’s decision making process

 

It was stressed that once assessed for priority the re-surfacing of Chapel Walk would be considered for future repair programmes subject to funding being available.

 

Resolved:-  That the lead petitioner be informed that resurfacing of Chapel Walk, Rawmarsh, will be assessed for priority for the works to be considered as part of a future maintenance scheme programme and in the interim any further repairs required to maintain safety for users would be arranged as part of the highways safety inspection process.

South Yorkshire Mining Advisory Service Governance Agreement and Report pdf icon PDF 31 KB

-  to advise about the need for updating the governance agreement and to request approval to enter the revised agreement.

Minutes:

Consideration was given to a report, presented by the Streetpride Engineer, relating to the need to update the governance agreement for the South Yorkshire Mining Advisory Service.  The report also requested approval for the Council to enter a revised agreement with Barnsley and Doncaster Councils.

 

Reference was made to

 

-          the benefits of this service

-          the budget requirement

-          cost effectiveness of the Governance Agreement

-          the need to now fulfil the requirements of the 2003 Accounts and Audit Regulations

 

Resolved:-  That approval be given for the Council to enter a revised governance agreement for the South Yorkshire Mining Advisory Service (SYMAS) with Barnsley and Doncaster Councils.

Consideration was given to a report, presented by the Team Manager, Transportation and Highways, relating to the revised scheme proposals for the A57 Worksop Road / Sheffield Road Major Highway Scheme, and the subsequent required amendments to the associated Side Roads Order following the Department for Transport’s (DfT) decision to continue its support for the project.

 

The report sought:-

 

(i)                   approval to replace the previously proposed underpass, near to the junction of Goosecarr Lane with at-grade signalised crossing facilities;

(ii)                 support for the proposal to promote a 50mph speed limit on the new highway;

(iii)                to request the Secretary of State to amend the Side Roads Order entitled ‘The Rotherham Borough Council (A57 Worksop Road – Sheffield Road Improvement M1 Junction 31 to Todwick Crossroads)(Classified Road)(Side Roads) Order 2009’ in order that the revised scheme (Drawing Number 122/A57(T).51A/DM7)  may be implemented.

 

Resolved:-  (1)  That approval be given to the revised layout in accordance with Drawing Number 122/A57(T).51A/DM7 attached as Appendix A to the submitted report, which replaces the previously proposed underpass with at-grade signalised crossing facilities, and provides for a 50mph speed limit.

 

(2)  That the Secretary of State be requested to modify the Side Roads Order entitled ‘The Rotherham Borough Council (A57 Worksop Road – Sheffield Road Improvement M1 Junction 31 to Todwick Crossroads)(Classified Road)(Side Roads) Order 2009’  to accommodate the changes to the scheme, subject to confirmation of the Order by the Secretary of State.

Consideration was given to the minutes of a meeting of the Sustainability Partnership held on 30th March, 2011.

 

Resolved:-  That the contents of the minutes be noted.

124.

Summer Opening Hours - Household Waste Recycling Centres

Minutes:

Consideration was given to a report, presented by the Waste Manager, outlining the changes in opening hours during the summer operations period at the Council’s four Household Waste Recycling Centres.

 

It was explained that the summer opening hours had been changed to 10:00am until 6:30pm 7days a week (1st April to 30th September)  thus reducing the opening times by 1 hour at each site (sites will open ½ hour later and close ½ hour earlier).

 

It was reported that the change to summer opening hours and maintaining current winter opening hours would result in a reduced site management fee payable to WRG.  The savings generated in the financial year 2011/12 were detailed in the submitted report.

 

Resolved:-  That the changes in opening hours as now reported and implemented from 1st April, 2011 be endorsed.

(ii)                 Petition for residents’ only parking on St. Ann’s Road and Bramwell Street

 

Resolved:-  (1)  That the petitions be noted.

 

(2)  That the petitions be referred to the Transportation Unit for investigation and reports back to a future meeting of the Cabinet Member.
