Further to Minute No. G116 of the meeting of the Cabinet Member for Regeneration and Environment held on 4th April, 2011, consideration was given to a report, presented by the Senior Engineer, informing the Cabinet Member of the receipt of representations, including a petition, regarding the promotion a Traffic Regulation Order providing additional No Waiting At Any Time restrictions on the Duke of Norfolk Estate, Moorgate.  It was explained that a decision was urgent as a meeting with residents had been arranged to take place on 26th May, 2011.

 

Reference was made to Minute No. 58 of the meeting of the Cabinet Member for Regeneration, Economic Development, Planning and Transportation held on 21st September, 2009 which reported receipt of a 59 signature petition requiring the Council, Rotherham NHS Foundation Trust and other agencies to provide solutions to the inconsiderate parking of staff and visitors to the Rotherham NHS Foundation Trust Hospital on the Duke of Norfolk Estate.

 

It was explained that Rotherham NHS Foundation Trust were to seek to secure funding for a proposed controlled parking zone associated with the redevelopment of the Hospital. However, following discussions with the Hospital Trust it was apparent that there were no plans to develop the hospital such that the previously mentioned controlled parking zone could be funded.

 

Also the Fire Service brought to the Council’s attention concerns they had about access for their appliances and, following a demonstration of the problem caused by parked vehicles, waiting restrictions were promoted (as shown on Drawing No. 126/18/TT514-A1 to the submitted report).

 

The proposals were advertised on 25th March, 2011, and there had been 81 letters received, 1 in favour of the scheme as proposed and the rest requesting additional restrictions of double yellow lines outside No. 46 and between Nos. 9 and 11 Queensway, and a single yellow line to cover all roads that did not have a proposed double yellow line restriction. Also received was one petition with 181 signatures, requesting the same additional restrictions.

 

It was proposed to implement the restrictions, as consulted upon, and to monitor the effect for two months, and to evaluate any issues that may arise from these restrictions and re-consult with the residents on various additional waiting restriction options, should these be necessary.

 

It was acknowledged that the proposed restrictions may lead to displaced parking else where on the estate.

 

Resolved:-   (1)  That the proposal as currently advertised be implemented and then monitored for 2 months.

 

(2)  That the Traffic Regulation Order be made by the Assistant Chief Executive of Legal and Democratic Services.

 

(3)  That the representation, including lead petitioner, be acknowledged and informed of the above decisions.
