EXCLUSION OF THE PRESS AND PUBLIC

The following items are likely to be considered in the absence of the press and public as being exempt under Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended March 2006) (information relates to the financial or business affairs of any particular individual, including the Council).

Minutes:

Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended March 2006) (financial/business affairs).

Applications for Street Cafe Grants

Bernadette Rushton, Retail Investment Manager, to report.

-           to consider applications for grant.

Minutes:

Consideration was given to a report, presented by the Retail Investment Manager, detailing applications for street café grants.

 

Reference was made to:-

 

-          aims and objectives of the scheme

-          Street Café licence conditions

-          applications for consideration

-          update on barrier systems to be used in the town centre including use of mesh rather than canvas

-          updates on other potential grant applications

-          RERF funding

 

Resolved:-        (1)  That grant assistance be awarded to the projects referred to in the submitted report at a level of 75% of eligible costs relating to the purchase of street café furniture (excluding VAT), up to a maximum grant payment of £2,000 including:-

 

-          The Little Coffee Shop

-          SNAFU

 

(2)  That grant assistance be awarded to the projects referred to in the submitted report at a level of 50% of eligible costs relating to the purchase of street café furniture (excluding VAT), up to a maximum grant payment of £2,000 including:-

 

-          Café Moda

 

(3)  That the grant assistance to be awarded to The Ministry of Food is increased as identified the report, to reflect the updated quotations for       upgraded materials.

 

(4)  That any grants awarded be subject to the standard terms and conditions as identified within the Guidance Notes previously approved by the Cabinet Member.

 

(5)  That the progress with the project and with specific potential grant applicants be noted.

Town Centre Spaces

Bernadette Rushton, Retail Investment Manager, to report.

-           to consider proposed revisions to the current ‘town centre spaces’ policy, in particular the number, location and permitted uses associated with designated town centre pitches.

Minutes:

Further to Minute No. L34 of the meeting of the Cabinet Member for Town Centres held on 24th January, 2011, consideration was given to a report presented by the Retail Investment Manager, setting out proposed revisions to the current ‘town centre spaces’ policy, in particular the number, location and permitted uses associated with designated town centre pitches.

 

Reference was made to:-

 

(i)                   Mobile Food Trading:- including –

 

-          removing food use from pitches located at Market Square

-          creation of a new permanent food trading pitch at Effingham Square, noting that to date no written objections had been received

-          retaining Pitch 17 for food trading

-          creation of a new pitch at Minster Gardens – bookable via application procedure

 

(ii)                 Businesses affected by the proposed recommendations

(iii)                Condition of licence, including non-payment of invoices

(iv)                Revisions to pitch locations and uses

(v)                 administration

 

Resolved:-  (1)  That existing Pitches 1- 3 be amalgamated into one pitch to be known as ‘Pitch 1’ at Market Square’ for the use for Events, Promotions, Musical Entertainment, Fairground Rides and Charitable Collections.

 

(2)  That food use be removed from this new ‘Pitch 1’.

 

(3)   That statutory consultation be undertaken with a view to allocating Pitch 3 (formerly Pitch 5) for food use.

 

(4)  That a new pitch (Pitch 8) be created on Council owned land at Minster Gardens for the use for Events and Musical Entertainment.

 

(5)  That a new pitch (Pitch 9) be created on Council owned land at Minster Gardens for the use for the sale of refreshments (based on the conditions as outlined in the submitted report)

 

(6)  That all other pitches be retained in their current locations and for the uses as previously agreed (and as identified in Appendices 1, 2 & 3 to the submitted report).
