Strategic Acquisitions Protocol Minutes: Further to Minute No. 27 of the Cabinet held on 20th June, 2012, the Director of Housing and Neighbourhoods submitted a Strategic Acquisitions protocol which would enable the Authority to acquire stock that was sustainable, well designed and met the needs of Rotherham. The Protocol also applied to new building housing (such as Section 106 affordable housing provision) and acquiring existing homes including former Right to Buy properties.
Acquired units would become Council stock and would be allocated via Key Choices in accordance with normal procedure.
A points scoring system 0-10 (10 being the greatest value for money) would be used against each of the criteria in order to compare 1 potential acquisition against another.
Discussion ensued on the report with the following raised/clarified:-
- Point 7 “Each potential acquisition will be considered on its individual merits” should be emphasised in bold type - A tenant could not exercise their Right to Buy for 5 years; anything spent on the property in the preceding 3 years would be taken into account when calculating the value of the house - Any acquisition had to meet the value for money assessment
Resolved:- That the Strategic Acquisitions Protocol be approved. |

Exclusion of the Press and Public Resolved:- That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 4 of Part I of Schedule 12A to the Local Government Act 1972 (information relating to any consultations or negotiations or contemplated negotiations in connection with any labour relations matter). . Contract and Service Development Structure Minutes: The Director of Housing and Neighbourhoods submitted proposals to change the current structure of the Contracts and Service Development Team in response to changing Service requirements.
Resolved:- (1) That the intention to remove 2 Senior Technical Officer posts from the Contract and Service Development structure be noted.
(2) That the inclusion of 2 alternate posts of 1 Technical Officer and 1 Quantity Surveyor in the structure be noted.
