The Waste Manager, Streetpride, presented a report proposing charges for the collection and disposal of commercial waste with effect from 1st April, 2011.

 

Consideration had to be given to recovering actual costs for operating the Service, whilst continuing to provide as wide a range of services as possible to meet customer requirements and to comply with the duty imposed upon the Council by legislation.

 

Consideration was therefore given to a proposed increase of 4%.  Details of the proposed scale of charges for Commercial Waste were set out in Appendix 1 of the submitted report.  The increase accommodated cost of living rises as well as the additional waste disposal costs resulting from the Government’s further £8 per tonne on Landfill Tax with effect from 1st April, 2011.

 

Each year a minority of customers failed to pay their accounts on time.  This could lead to suspension of collections and eventually termination of the Service Agreement.  At this stage the customer sometimes paid their bill and requested the Agreement to be reinstated thus incurring the Council with extra costs through additional administrative time and bin collection and delivery charges.  To reinstate previously terminated Agreements (for non-payment), it was proposed that the following fees be charged:-

 

£42.00 for Agreements up to 360 litre wheeled bins (previously £37.00)

£93.00 for Agreements above 360 litre wheeled bins (previously £88.00)

 

The customer would have to pay the reinstatement fee and any outstanding debt in full before the Agreement was restarted and the Service resumed.

 

Reference was also made to proposed charges for the collection of waste from Charities which were to be increased by 4%.  Details were set out in Appendix 2 to the submitted report.

 

Appendix 3 to the submitted report set out details of prices levied by other South and West Yorkshire Councils for the collection and disposal of Commercial Waste.

 

Resolved:-  That approval be given to the proposed price charges, as detailed in the report now submitted, for implementation with effect from 1st April, 2011.

The Safer Neighbourhood Manager submitted the refreshed statutorily required Anti-Social Behaviour Policy and associated Summary of the ASB Policy and Procedures. 

 

The review took into consideration recent changes in Government thinking and recognised that this may influence future Policy development but captured existing development in Policy since the last review. 

 

Although there were small “cosmetic” changes to the Policy, the more significant changes were set out in the report submitted.  These had been made to reflect the shift in focus in how victims across all the different strands of anti-social behaviour were dealt with.  The document had also been broken down into 15 sections rather than the previous 11 for ease of locating information.

 

Resolved:-  That the refreshed Anti-Social Behaviour Policy and required Summary of Policy and Procedures be approved pending release of further direction from the Government.

Resolved:-  That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 2 of Part I of Schedule 12A to the Local Government Act 1972 (information likely to reveal the identify of an individual).

Introductory Tenancy Review Panel

Minutes:

It was noted that an Appeals Panel had been held on 23rd March, 2011, comprising Councillors Austen, Ellis and J. Hamilton, to review a decision to terminate an Introductory Tenancy.

 

The Panel had confirmed the decision made on 18th February, 2011.

 

Resolved:-  (1)  That the Panel's decision be noted.

 

(2)  That the Director of Housing and Neighbourhood Services be requested to consider the issues raised by the Panel with regard to future sensitive letting and the roles and responsibilities of a guarantor for a person under the age of 18 years.
