Petition - Fenwood Day House Nursery Minutes: The Democratic Services Manager reported receipt of a petition, containing 10 signatures, regarding the volume of noise from the Fenwood Day House Nursery, Swinton.
Resolved:- (1) That the petition be noted.
(2) That the issues raised be investigated and reported thereon in due course. |

Neighbourhoods General Fund Revenue Outturn 2010/11 Additional documents: Minutes: The Finance Manager reported that the 2010/11 Neighbourhoods General Fund had outturned at a net underspend of £346,000 (7.76%). This was an increase in the level of underspend from the previous forecast outturn position of £162,000.
Detailed analysis of the underspend was set out in the report but included:-
Housing Choices £54,000 Safer Neighbourhoods £135,000 Business Regulation £69,000 Neighbourhood Partnerships £82,000
It was noted that a request to carry forward the unspent balance of Members’ Community Leadership Fund (£23,000) was to be included in the consolidated outturn report to Cabinet.

Housing Investment Programme (HIP) 2010/11 and Other Capital Schemes Additional documents:
Minutes: The Finance Manager submitted the final outturn position for the 2010/11 Housing Investment Programme (HIP) and Non-HIP Capital Schemes.
The Programme’s outturn position was £46.715M, an underspend of £3.664M against the Programme. Within the overall underspend it was noted that schemes managed by 2010 Rotherham Ltd. (£26.545M) had overspent by £1.090M (4.1%) whilst there was an underspend of £4.753M (19.4%) on the £23.833M schemes managed by the Council.
The report set out a scheme by scheme analysis of spend against the approved Programme with explanations for any significant variances.
It was noted that in order to fully fund the 2010 Rotherham Ltd. overspend within the HIP, a further Revenue Contribution to Capital Outlay from HRA balances of £330,000 had been utilised.

Land at Braithwell Road, Maltby (Exempt under Paragraph 3 of the Act - information relating to the financial or business affairs of any person (including the Council)) Minutes: Further to Minute No. 76 of 22nd September, 2010, the Director of Housing and Neighbourhoods submitted a report, that was to be considered by Cabinet, setting out proposals for the disposal of the above site by open market tender to support delivery of the objectives within the Local Investment Plan.
The disposal of the site would be subject to specific sale conditions to ensure high quality development, 25% affordable housing provision and development being undertaken within a specified period of time to prevent land banking.
The ADF Steering Group had been kept informed and engaged with regard to the options for release and engaging a private developer to deliver housing and regenerative change. The Group was keen to see progress on the sites as soon as possible and had expressed particular concern with regard to the prospect of potential delays to the ongoing delivery of regeneration programmes and the delivery of new homes.

Introductory Tenancy Review Panel (Exempt under Paragraph 2 of the Act - (information likely to reveal the identity of an individual)) Minutes: It was noted that an Appeals Panel had been held on 14th April, 2011, comprising Councillors Atkin (in the Chair), Havenhand and Nightingale to review a decision to terminate an Introductory Tenancy.
The Panel had confirmed the decision made on 11th March, 2011.

Stage 3 Complaint Panel (Exempt under Paragraph 2 of the Act - (information likely to reveal the identity of an individual)) Minutes: It was noted that a meeting of a Complaints Panel held been held on 9th May, 2011, comprising Councillors Jack (in the Chair), Ellis and Hodgkiss. The Panel heard a complaint received from Mr. J. relating to his complaints of nuisance behaviour in and around the said property and that the future development of the former property would have a detrimental effect on his business.
The Panel had not upheld the complaint.
Resolved:- That the Panel’s findings be noted.
