Emergency Planning Update Minutes: Sean Fiander, Principal Health and Safety Officer, attended the meeting and provided an update in relation to Emergency Planning, Health and Safety and Business Continuity issues.
Appointment of Emergency and Safety Manager
An appointment had been made to the above post. The new postholder would begin their role in March, 2012.
Shared Services Training for Elected Members
Training for Rotherham and Sheffield Elected Members would take place on Tuesday 14th February, 2012 in Sheffield. Invitations had been issued to both Rotherham and Sheffield’s Elected Members.
Business Continuity Software
Officers had been working with ITC developers on business continuity software used by the Council’s Directorates. Developments included the incorporation of revised guidance in relation to shared service policies.
Excess Death Framework
Officers had worked with colleagues in Neighbourhood and Adult Services to develop a framework in response to related issues.
Winter Preparedness
An exercise had been undertaken in December, 2011, in relation the borough’s preparedness for an episode of inclement or severe winter weather. A performance assessment was being undertaken and a report and recommendations would be issued to Officers and Elected Members in due course.
Accident Investigation
Health and Safety Officers were investigating a work accident that had recently occurred in the borough.

Waste Update Minutes: Adrian Gabriel, Principal Officer, Waste Management Unit, attended the meeting and provided an update in relation to waste management issues. These included:
· Sterecycle, Sheffield: It was reported that Sterecycle had now moved to Phase Two under the terms of the contract and that the Barnsley, Doncaster and Rotherham Councils were now delivering up to 130,000 tonnes of waste to the plant per annum.
· Remediation of Fibre: It was reported that fibre from the Sterecycle process was being used to remediate land at a number of locations under approvals from the Environment Agency.
· Sheffield ERF: It was reported that the annual maintenance at the Sheffield ERF would be undertaken from 20th February, 2012, for a period of two weeks. There were no service implications for the waste collection service.
