The following item is likely to be considered in the absence of the press and public as being exempt under the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime)

Minutes:

Resolved:- That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in the Police Act 1997 and Paragraphs 3 and 7 of Part I of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime).

Applications for the Grant/Renewal/Review of Hackney Carriage/Private Hire Drivers' Licences

Minutes:

The Sub-Committee of the Licensing Board considered a report, presented by the Licensing Manager, relating to applications for the grant, renewal and review of hackney carriage / private hire drivers’ licences in respect of Messrs. A.A.Sa., J.J.R., M.M., A.A.Sh., B.T., S.A.K., A.H., M.H.S., J.H., M.A.M. and W.H.

 

Messrs. A.A.Sa., J.J.R., M.M. A.A.Sh., B.T., S.A.K., A.H., M.H.S.. J.H., M.A.M. and W.H. attended the meeting and were interviewed by the Sub-Committee.

 

(The Mayor (Councillor J. Foden) attended the meeting for items (1), (2) and (3) below and left to attend a mayoral engagement; Councillor A. Buckley attended the remainder of the meeting in his place)

 

Resolved:- (1) That the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. A.A.Sa. be approved and he be granted a licence for the period of time until 19th November, 2015, whereupon he shall be entitled and required to apply for renewal of the licence.

 

(2) That the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. J.J.R. be approved and he be granted a licence for three years.

 

(3) That, further to Minute No. 85(2) of the meeting of the Licensing Board held on 14th May, 2014, the application for the renewal of a hackney carriage/private hire driver’s licence in respect of Mr. M.M. be refused.

 

(4) That the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. A.A.Sh. be refused.

 

(5) That, the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. B.T. be approved and he be granted a licence for three years.

 

(6) That, the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. S.A.K. be approved and he be granted a licence for three years.

 

(7) That the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. A.H. be approved, he be granted a licence for three years and he be issued with a stern written warning as to his future conduct and encouraged to improve his communications skills.

 

(8) That the hackney carriage/private hire driver’s licence in respect of Mr. M.H.S. be suspended and he be required to re-take the Driving Standards Agency driving test, the suspension of the driver’s licence shall be lifted only at the time he has passed the driver’s test and he also be issued with a stern written warning as to his future conduct, such warning to clarify the procedure relating to the notification of convictions to the Authority’s Licensing Office (within seven days). (Members asked to be notified of Mr. M.H.S.’s successful completion of the DSA driving test).
