Exclusion of the Press and Public

 

The following items are likely to be considered in the absence of the press and public as being exempt under the Police Act 1997 and Paragraphs 3 and 7 of Part 1 of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime)

Minutes:

Resolved:- That, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in the Police Act 1997 and Paragraphs 3 and 7 of Part I of Schedule 12A to the Local Government Act 1972 (business affairs and prevention of crime).

Application for the Renewal of a Private Hire Operator Licence

Minutes:

The Sub-Committee of the Licensing Board considered a report, presented by the Business Regulation Manager, relating to an application from Mr. M.M.K. for the renewal of his Private Hire Operator Licence.

 

Mr. M.M.K. attended the meeting and was interviewed by the Sub-Committee.

 

Resolved:- That the application for the renewal of a Private Hire Operator Licence in respect of Mr. M.M.K. be refused.

Applications for the Grant/Renewal/Review of Hackney Carriage/Private Hire Drivers' Licences

Minutes:

The Sub-Committee of the Licensing Board considered a report, presented by the Business Regulation Manager, relating to applications for the grant, renewal and review of hackney carriage / private hire drivers’ licences in respect of Messrs. A.H., A.S.M.R.S., M.A., S.H. and A.Z.

 

Messrs. A.S.M.R.S., S.H. and A.Z. all attended the meeting and were interviewed by the Sub-Committee.

 

Resolved:- (1) That the review of the hackney carriage/private hire driver’s licence in respect of Mr. A.H. be deferred and he be afforded the opportunity of attending a future meeting of the Licensing Board Sub-Committee.

 

(2) That the hackney carriage/private hire driver’s licence in respect of Mr. A.S.M.R.S. be revoked.

 

(3) That the review of the hackney carriage/private hire driver’s licence in respect of Mr. M.A. be deferred and he be afforded the opportunity of attending a future meeting of the Licensing Board Sub-Committee.

 

(4) That, consequent upon the review of the hackney carriage/private hire driver’s licence in respect Mr. S. H., he be reminded of the regulations concerning the use of CCTV cameras within hackney carriages and private hire vehicles.

 

(5) That the application for the grant of a hackney carriage/private hire driver’s licence in respect of Mr. A.Z. be refused.

8.

Request for Exemption from Licensing Policy Requirements Relating to Vehicle Age

Minutes:

The Sub-Committee of the Licensing Board considered a report, presented by the Business Regulation Manager, relating to an application from Mr. M.A. for an exemption from the Vehicle Age and Emissions element of the Council’s Hackney Carriage and Private Hire Licensing Policy.

 

Mr. M.A. attended the meeting (accompanied by a representative) and explained his reasons for making this application for exemption.

 

Resolved:- (1) That the application from Mr. M.A. for an exemption from the Vehicle Age and Emissions element of the Council’s Licensing Policy, as now submitted, be approved and he be allowed to licence a vehicle up to the age of seven years.

 

(2) That, further to resolution (1) above, the vehicle shall be licensed within a period of three months.
