In accordance with the right to speak procedure the following people attended the meeting and spoke about the applications below:-

Planning Enforcement Update 2024 Minutes: Consideration was given to a short presentation by the Planning Enforcement Manager which provided an update on planning enforcement from January to December, 2024.
The presentation highlighted:-
Number of complaints received 401 Planning Contravention Notices 10 Enforcement Notices 13 Breach of Condition Notice 1 Temporary Stop Notice 0 Section 215 Untidy Land 0 Tree Replacement Notices 1
There were also thirty-one other cases where enforcement action had been authorised by the Chair and Vice-Chair of the Planning Board.
Further information was provided on the numbers of planning applications received as a result of enforcement:-
Number of applications received 110 % of applications refused 23% Numbers of applications dismissed at appeal 13 Number of applications upheld at appeal 2
From the Enforcement Notices issued a number appealed the decision:-

Photographic evidence of examples were shared where action was recommended and where this had been successful.
Members welcomed the data as presented and the confidence this provided in the Enforcement Team.
The Planning Enforcement Manager in response to questions confirmed that the service were reliant on complaints being made by the public, but explained the timeframe for enforcement action had, since the 25th April, 2024, been extended from four years to ten years.
Any issues where there were concerns about ongoing and delayed development could be referred to the service for investigation.

Updates Minutes: The following update information was provided:-
(a) Revisions to the National Planning Policy Framework (NPPF)
The Head of Planning confirmed that arrangements were being made for an all Member Seminar to highlight the changes following the Ministry for Housing, Communities and Local Government publishing its revised National Planning Policy Framework (NPPF) on 12th December, 2024.
A dedicated session would also be provided for Members of the Planning Board.
Dates were to be confirmed and circulated shortly.
