Treasury Management Outturn 2025-26

  1. Note the Treasury Management Prudential Indicators outturn position as set out in Section 2 and Appendix 1.

 

Minutes:

Consideration was given to the report which reviewed the treasury activity for 2025/26 against the Strategy agreed at the start of the year. The report also covered the actual Prudential Indicators for 2025/26 in accordance with the requirements of the Prudential Code. The actual prudential indicators for 2025/26 for Rotherham MBC, with comparators, were shown in the attached Appendix 1. Background to these was provided in the section 2 of the report.

The Council received an Annual Treasury Strategy Report in advance of the 2025/26 financial year at its meeting on 5 March 2025 and Audit Committee received a mid-year report at its meeting on 25 November 2025, representing a mid-year review of treasury activity during 2025/26. In addition, quarterly updates were received by Audit Committee on 29 July 2025 and 17 March 2026.

 

The report met the requirements of both the Chartered Institute of Public Finance and Accountancy (CIPFA) Code of Practice on Treasury Management and the CIPFA Prudential Code for Capital Finance in Local Authorities. The Council was required to comply with both Codes through regulations issued under the Local Government Act 2003.

The Bank of England Base Rate decreased from 4.5% to 3.75% during 2025/26 as inflation continued to fall from the previous highs.

 

The report was considered by the Overview and Scrutiny Management Board who advised that the recommendations be supported.
