Minutes:

The respective HMR Managers gave the following reports:-

 

Rotherham West

-              Design competition held for 3 sites – Munsdale, Shrewsbury Terrace and Meadowbank Road with 4 architects invited to submit their concept design for each site.  A panel had judged the designs against the Building for Life criteria and Code for Sustainable Homes.

-              Sustainable baseline action plan produced by EKOS consultants for West Central with stakeholder workshop held on 18th October to consider options.  Community consultation will begin at the end of November.

-              Procurement process underway and submissions received for St. John’s Green.  Interviews are to be held on 16th November with the study to be completed by March, 2008.

-              Canklow – Phase 1 of the C3 development would be completed ahead of schedule with subsequent phases following and a final handover in July, 2008.  Meetings were ongoing with local businesses with regard to Castle Avenue/Warden Street/Canklow Road.

-              Planning approval had been granted for Bennett Street

-              Start on site at Fernbank was achieved.  A Foundation Stone Laying event took place in October whereby Mrs Senior (Cllr Aubrey Senior’s widow) and Cllr Alan Jackson formally opened the development.  Completion is scheduled for early 2008.

-              Henley Rise EcoHomes completed.  The development has been awarded the Building and Design category of the Sheffield Telegraph Environmental Awards.  In addition to this TSY have funded Building for Life assessors to evaluate developments in the Pathfinder and Henley Rise was awarded a “Gold Award” (the first in South Yorkshire)  SYHA will formally submit for the award once the landscaping has been completed and the wind turbine is installed.

-              Planning approval secured for the former school site at Ferham Road.

-              A6109 Meadowbank Road gateway improvement on target.

-              Reserve projects – Alleygating at Masbrough, turning circle at Thornton Terrace and environmental enhancements at Henley Rise

 

Discussion ensued on “Building for Life” and how beneficial it would be for the Authority if Rotherham incorporated it into their Planning Policy.  It was reported that there was a liaison group of officers from HMRP and Planning where the matter could be discussed and how it could be taken forward.

 

Agreed:-  (1)  That the Development Control Manager consider providing training for the Planning Board on “Building for Life”.

 

(2)  That a report be submitted to the next meeting on how “Building for Life” could be taken forward.

 

Rotherham East

-       Dalton & East Herringthorpe Masterplan -Consultation events took place on the 9th and 10th November. Anticipate feedback from the events in two weeks time, a stakeholder event to be held to consultant stakeholder group. Consultants currently preparing development briefs and the final masterplan incorporating feedback from consultation for approval at the next DEH project management meeting

-                Eastwood Masterplan – work was taking place with 2010 to see if opportunities to extend or convert some of the larger properties. A group of residents agreed to be involved in development of those proposals working alongside 2010 and BDP consultants.

-                Chesterhill Avenue – The 1-1 relocation interviews were ongoing.  105 residents had been visited with 19 outstanding.  Potentially 4 abandoned properties.  Reminder letters had been sent to all residents who had not made contact.  The initial response was that 75% were happy with the decision to demolish.  5 had been allocated and accepted properties with 1 already having moved out.  2 of the 6 owner-occupiers had had properties valued, I has accepted valuation offer but is awaiting re-housing through RMBC.  1 block of flats currently empty and working as quickly as possible to get services disconnected and the properties demolished.

-                Non-traditional – A meeting took place with residents on 02/10/07. Options were presented to the community with the most preferred option being a stock transfer to a RSL.. A further meeting is scheduled 12/11/07 which will provide residents with the opportunity to scrutinise structural surveys. Chevin Housing Association will attend a residents meeting 13/11/07 to provide residents with more information on RSL management structures.

-              Wood Street/School Street – Consultation had taken place on SYHA’s proposals for 56 houses with a mixture of houses and flats.  A planning application was to be submitted for a start on site by the end of March, 2008.

-              Longfellow Drive – Planning application approved.  Chevin Housing hoping to start on site in December with completion of February, 2009.

-              Gateways on target.

-              Broadway East – On target with anticipated completion end of March, 2008.

-              Reserved projects – CliftonPark and the Lanes will be bought forward.

 

Discussion ensued on acquisitions and the apparent lack of progress being made.

 

Agreed:-  (3)  That a report be submitted to the next meeting on acquisitions

 

Rawmarsh and Parkgate

-              St. Mary’s – Complementary work to Decent Homes was taking place e.g. off street car parking.  Also traffic calming work to commence on 3rd December.

-              A633 – Gateway work on target to deliver completion of Phases 3 and 4 by March, 2008.

-              Sandhill Bridleway Service Centre – Second phase almost complete.

-              Manor Farm Mini Masterplan – Project group already set up.  Starting work after Christmas with completed by March, 2008.

-              ParkgateVillage – Work continues with landscaping elements with match funding from Objective 1.  Work was taking place with Home Housing to actually acquire the ClarenceHotel and convert to apartments.

-              High Street – Looking at the wider elements of the Bellows Road Centre as well as High Street and linking the 2 up.  The voice and influence of young people were being incorporated into the design of projects. 

 

Wath and Swinton

-              Demolition programme and developments to identify sites in relation to sheltered housing review taking place.

-              Cherrytree Place – land now transferred.  34 units planned for developed over 18 months, a mixture of bungalows and 3/4 bed accommodation for shared ownership and rent.

-              Gateway Improvement – Work at PeaceGardens, Swinton, had been completed.

-              Wath Town Centre – Progressing with overall work to assess viability for the business case. 

-              Brampton Mini Masterplan – Further work to reflect stock condition report.

 

Town Centre

-              Further schemes worked up for Living Over the Shops projects concentrating on High Street.

-              Nos. 19-21 Moorgate Street had been cleared with discussions ongoing with the neighbouring owner regarding a possible joint development.

-              Town Centre Residential Forward Strategy out to tender.

 

Agreed:-  (4)  That a report be submitted to the next meeting on other authorities’ experience of shared ownership.

 

(5)  That a presentation on the Town Centre be made to the next meeting.
