Council Tax Setting 2013/14

Minutes:

The Director of Finance submitted a report on the amount of Council Tax for Rotherham both for parished areas and unparished areas for the financial year 2013/14 and included both the Police and Fire and Rescue Authority precepts. 

 

Resolved:- (1) That a net revenue budget for the Council in 2013/14 of £221.474 million, which after receipt of Central Government Grants and the use of Collection Fund, leaves £78.269 million to be funded, be approved.

 

(2)  That the Council Tax Requirement for 2013/14 of £80,407,216.74 (Item R in the formula in Section 31B of the Act) be noted, for the whole Council area a Council Tax Base of 63,631.44 (Item T in the formula in Section 31B of the Local Government Finance Act 1992 as amended (the Act)) be noted, and that the Council Tax base for dwellings in those parts of the Council’s area to which a Parish Precept relates are as set out in column D of the table at (4a) below.

 

(3) That the following amounts be calculated by the Council for the year 2013/14 in accordance with Sections 31B to 36 of the Local Government Finance Act 1992 as amended by the Localism Act 2011:-

 

(a)  £724,554,546.74 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A (2) of the Act taking into account all precepts issued to it by Parish Councils (Gross Council Expenditure including Parish Precepts).

 

(b)  £644,147,330.00 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A (3) of the Act. (Council Income including Formula Grant, Council Tax Freeze Grant and the Collection Fund Balance).

 

(c)  £80,407,216.74 being the amount by which the aggregate at (a) above exceeds the aggregate at (b) above, calculated by the Council in accordance with Section 31A(4) of the Act as its Council Tax requirement for the year (Item R in the formula in Section 31B of the Act). 

 

(d)   £1,263.6397 being the amount at (c) above (Item R) divided by Item T (2 above) calculated by the Council in accordance with Section 31B of the Act as the basic amount of its Council Tax for the year (including Parish Precepts). 

 

(e)  £2,138,636.74 being the aggregate amount of all special items (Parish Precepts) referred to in Section 34(1) of the Act as per the table in (4) below.

 

 (f)  £1,230.03 being the amount at (d) above less the result given by dividing the amount at (e) above by item T (2 above) calculated by the Council in accordance with Section 34(2) of the Act, as the basic amount of its Council Tax for the year for dwellings in those parts of its area to which no Parish Precept relates (Band D Council Tax for Rotherham MBC Services).

 

(4) (a) That the Town and Parish Council Precepts for 2013/14 detailed below total £2,138,636.74 and result in an average Band D Council Tax figure of £1,263.6397 be noted:-

 

 

 

The amounts in column F being the amounts to be added to the amount at (3f) to give the basic amounts of its Council Tax for the year for dwellings in those parts of the Council’s area to which Parish Precepts relate. The Basic Amount of Council Tax by Band for Parished and Unparished Areas is shown in the table below:-

The amounts above being the amount at 3(f) above and the amounts given by adding the amounts shown in 4(a) column F as the basic amount of Council Tax for the year for dwellings in those parts of the Council’s area to which Parish Precepts relate to the amount at 3(f), then multiplied by the number which, in the proportion set out in Section 5(1) of the Act is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in valuation band D, calculated by the Council in accordance with Section 36(1) of the Act, as the amounts to be taken into account for the year in respect of categories of dwellings listed in different valuation bands. 

 

(5)  That the major Precepting Authorities (the South Yorkshire Police and Crime Commissioner and the South Yorkshire Fire and Rescue Authority) have stated the amounts respectively in Precepts issued to the Council, in accordance with Section 40 of the Local Government Finance Act 1992 (as amended by the Localism Act 2011) – South Yorkshire Police and Crime Commissioner a Band D Tax of £142.55 and South Yorkshire Fire and Rescue Authority a Band D Tax of £63.78 be noted.  The Council, therefore, sets the amounts presented below as its Council Tax (including South Yorkshire Police and Crime Commissioner and Fire and Rescue Authority Precepts) for the year 2013/14.

(7)  That, in accordance with the principles determined by the Secretary of State and set out in the Referendums Relating to Council Tax Increases (Principles) (England) Report 2013/14, that Rotherham Metropolitan Borough Council’s relevant basic amount of Council Tax for the year 2013/14 is not excessive.

 

(The Mayor (Councillor Dave Pickering) and Councillors Ahmed, Akhtar, Ali, Andrews, Astbury, Atkin, Barron, Beaumont, Beck, Buckley, Clark, Currie, Dalton, Dodson, Donaldson, Doyle, Ellis, Falvey, Foden, Gilding, Godfrey, Gosling, Goulty, J. Hamilton, N. Hamilton, Havenhand, Hoddinott, Hussain, Jepson, Johnston, Kaye, Lakin, Lelliott, License, McNeely, Middleton, Read, Roche, Roddison, Rushforth, R. S. Russell, Sangster, Sharman, Sims, Smith, Stone, Swift, Wallis, Watson, Whelbourn, Wootton and Wyatt declared disclosable pecuniary interests in Minute No. C155 (Revenue Budget and Council Tax Setting), but were allowed to participate in the discussion and vote as dispensation had been granted by the Monitoring Officer on the basis that they were either a property owner or Council house tenant in the borough)
