Delegation to the Assistant Director Property & Facilities* acting as Property Officer in consultation with the Council’s S151 Officer and the Cabinet Member for Transport, Jobs and the Local Economy (Dinnington Project: Capital Regeneration Grant – August 2023 report to Cabinet) to open negotiations and agree terms.
*Originally delegated to the Assistant Director for Planning, Regeneration and Transport (Property Officer at the time, now superseded).
The Property Officer has Delegated Authority to finalise any agreed terms for the acquisition and disposal of land and property as detailed in the Council Financial and Procurement Procedure Rules, section 29.10 and 42.

To enter into a land exchange agreement with the with the Trustees of the Dinnington Colliery Band, finalising and concluding on all terms.
Those areas of land being:
Plot 17 (colliery band land and property) known as 10 Constable Lane, Dinnington, S25 2PS. Registered at HM Land Registry under title number SYK655515 – Freehold interest to be transferred to the Council.
Old Dinnington Library, Laughton Road, Dinnington, S25 2PS, Registered at HM Land Registry under title number SYK554604 (Freehold) – Freehold interest to be transferred to the Trustees of the Dinnington Colliery Band |

Reasons for the Decision: |
To enable the acquisition of land and property required to facilitate the implementation of the Council’s Dinnington Regeneration project which will see improvements to the high street including a new market provision, 6 new retail units, refurbished units and public realm fronting Laughton Road. |
