Decision:

Approval of a contract award to complete electrical system upgrade works at Wharncliffe Flats.

 

Reasons for the Decision:

The existing electrical infrastructure at the Wharncliffe estate is significantly outdated and unreliable. Contributing factors include general wear and tear, rodent damage, and vandalism. These issues pose risks to both safety and service reliability for residents.

 

The lighting is located on unadopted footpaths and on communal walkways which are the responsibility of housing. There are significant crime and anti-social behaviour issues on the estate.

 

The works include:

 

  • Installation of vandal-resistant lighting in communal areas featuring auto-dim energy-saving functionality which will reduce energy consumption. 
  • Renewal of the communal aerial system to ensure a more reliable service. 
  • Replacement of distribution boards to enhance electrical safety and reliability.
  • Rewiring of existing door entry systems for a more robust and functional access control.

 

These measures will improve the safety and visibility across the estate, aiming to reduce anti-social behaviour due to enhanced lighting and security.  In addition, they will be more reliable than the existing systems and present long-term cost savings through energy-efficient installations and reduced reactive maintenance.

 

Details of alternative options considered and rejected:

Do not undertake the electrical upgrade works. This will lead to lights and door entry systems which will not work in the future. It could also cause them to become unsafe.
