The Executive Director of Corporate Services (Section 151 Officer) has delegated authority to approve changes to the Financial and Procurement Procedure Rules (FPPRs) where those changes are procedural / operational and do not amend the Constitution or the policy framework.

Decision:

To update the FPPRs in line with changes to working

practices. A periodic review is required to ensure that the

FPPRs are aligned with The Council’s strategic objectives, organisational needs and are adjusted for both external and internal changes.

 

Reasons for the Decision:

The Council's Financial & Procurement Procedure Rules (FPPRs) were last revised in 2021, since then the Council’s capital programme has significantly increased in size and complexity, procurement processes and procedures have moved forward and a need for more robust governance around bids for government grants has developed. As such the Council has reviewed and revised its FPPRs.
Whilst the current FPPRs are functional, there have been several examples recently which confirm a need for an updated and improved set of FPPR’s supplemented by a new Capital Governance Principles guidance document. Examples within the FPPR’s that require clarification/update are:

 

  • Tightening of procedure around budget virements
  • A new section denoting the use of existing in-house resources
  • Inclusion of text stating that appropriate sign offs are required before a grant bid submission, as well as who can authorise this
  • Additional text stating the Deputy Section 151 Officer’s ability to deputise for the Section 151 Officer
