07/08/2026 - Procurement Strategy 2026 - 2031

ROTHERHAM METROPOLITAN BOROUGH COUNCIL

RECORD OF OFFICER EXECUTIVE DECISION

Date of Decision:

22nd July 2026

Title:

Procurement Strategy 2026 - 2031

Judith Badger; Executive Director – Corporate Services.

Details of Specific Delegation

or

Delegation contained in the relevant Sub-Scheme of Delegation.

The Executive Director of Corporate Services has delegated functions, as set out within the Council’s Constitution, Responsibility for Functions (Appendix 9), section 4C5 – 3.

Decision:

To approve the Procurement Strategy 2026 - 2031

Reasons for the Decision:

The Council has not had a Procurement Strategy in place for a significant number of years and is something that has been identified in the Council’s Value for Money audit through our external auditors Grant Thornton.  Corporately the Council would benefit from the implementation of a procurement strategy to signal to all Officers involved in procurement activity within the Council and the supply base the Council’s strategic intentions and direction of travel over the coming 5 year period.

Details of alternative options considered and rejected:

Other than not implementing the Procurement Strategy, no alternative options were considered.  Given the recommendation given via Grant Thornton and benefit the strategy will bring to the Council and its suppliers by signalling our strategic intention the only viable option is to approve the strategy.
