Under Section 4C3 of Appendix 9 of the Constitution, the Executive Director of Adult Care, Housing and Public Health is authorised to discharge executive functions through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including: - 3. Public Health (a) Commissioning and Quality; (b) Health Improvement; (c) Health Intelligence; and (d) Health Protection
Under Appendix 9 of the Constitution – Sub-Scheme of Delegation (page 25) the Director of Public Health is authorised to: 15. Public Health (a) Ensure the council meets its duties to improve public health; (b) Ensure the delivery of public health protections and health improvement responsibilities; c) Ensure the council plans and responds to emergencies that present a risk to public health; and (d) Ensure the council meets other local government public health responsibilities.
On 16th March 2026, Cabinet approved the delegation of authority to the Director of Public Health to commission services (minute 130 refers).

To complete a contract modification and award Connect Healthcare Rotherham CIC additional funding of £100,000 to deliver and engage with Rotherham residents who are less likely to engage with the NHS Health Check Programme through traditional GP-based routes with priority focus on high-risk groups.

Reasons for the Decision: |
Connect Healthcare Rotherham CIC was awarded the NHS Health Checks contract, reference 22-117, for GPs to deliver the NHS Health Check programme between 1 July 2022 and 30 June 2027.
Rotherham experiences high levels of cardiovascular risk factors and significant health inequalities. Earlier identification via NHS Health Checks can uncover undiagnosed hypertension, diabetes, CKD, AF and obesity, reducing avoidable future hospital admissions and premature mortality. Improving Health Check uptake — especially in deprived areas — strengthens prevention, increases behavioural change engagement, and improves healthy life expectancy.
With the additional funding Connect Healthcare Rotherham CIC will deliver and engage with Rotherham residents who are less likely to engage with the NHS Health Check Programme through traditional GP-based routes with priority focus on high-risk groups.
