Approval to award a five year contract, with two, one year extension options for the treatment and disposal of Kerbside collected plastic, bottles and cans.

Reasons for the Decision:

An invitation to tender was issued on 4 September 2018 and included an indicative timeline within the documentation which stated that notification of award would be mid November 2018, with the standstill period ending at the end of November.
Tenders haveto be evaluated on a 70% price / 30% Quality scoring mechanism.
Tenders were evaluated by:- Quality; Dale Otter, Waste Manager and Paul Hutchinson, Waste officer Price; Louise Hayter, Procurement Category Manager
Two tenders were submitted:- Ward Skips H W Martin
After applying the scoring mechanism, H W Martin were the successful winner of the bidder process and have been nominated as the preferred bidder.
The current contract expires at the end of January 2019 and the Council are looking to appoint a new provider there are implementation actions required that need to be undertaken within a static timeframe and got live date.
