Brief Description of Decision:

Appointment of a single vendor (Jadu Ltd) for the Council’s Case Management and Content Management System (CMS) Business Solutions – via Crown Commercial Services (CCS) framework G-Cloud 12: framework reference – RM1557.12.

Reasons for the Decision:
|
The Council has determined that a direct award is the most appropriate route for the procurement of a CMS (Content Management System) and Web Forms/Case Management solution.
The Council’s use of a CMS, forms module and case management software are considered critical as it provides the underpinning technology to deliver the aims and objectives of the Customer & Digital programme. It provides the means with which to design and create single end to end multi-channel processes that improve customer experience and further drive digital engagement.
The web team’s knowledge of the software provided by Jadu Ltd, and its capability has considerably matured and expanded over the past 4 years. The continued use of this software means that this learning can be developed even further to the benefit of the Council and its customers, using the skills already acquired to operate at pace in response to ever changing local and national needs and expectations. The direct award also enables the creation of a singular contract to bring all current contracted services together, so they are co-terminus |

In accordance with the Council’s FPPRs, a procurement business case was completed and reviewed by several Council colleagues, including Finance and Legal, and signed-off by the Assistant Director – Customer, Information and Digital Services. The procurement business case recommended that a direct award be made via the G-Cloud 12 framework and that a call-off agreement be made before 27 November 2022 to avoid incurring additional cost.
No further evaluation report is necessary in these circumstances.
