Within the Council’s constitution the Strategic Director for Regeneration and Environment has the following delegated powers: -

Contract Standing Orders; Section 41.2:

In relation to their Directorates, each Strategic Director has a general power to make council contracts, including the power to determine select lists of tenderers, to accept tenders and to award contracts.  This is subsequently delegated to Assistant Directors in the sub-scheme of delegation

Brief Description of Decision:

Award to Kier Construction Ltd of the first stage of a two-stage design and build contract for development of design and delivery solutions in relation to redevelopment works at Rother Valley Country Park, following the outcome of tendering exercise undertaken. As detailed in exempt Appendix 1 – Tender Evaluation Report.

Value of £309,636

This decision follows the recommendation in May 2022 that Cabinet approve the implementation of all Town Deal and levelling Up projects.

Reasons for the Decision:

This contract will facilitate a range of improvements at Rother Valley Country Park by providing a new waterfront café, car park and public realm improvements.

Details of alternative options considered and rejected:

Failure to proceed with this appointment will result in delays or failure to deliver the Levelling Up funded works at Rother Valley Country Park.
