Under Section 4C3 of the Responsibilities for Functions document (App 9 of the Constitution) the Strategic Director of Adult Care, Housing and Public Health is authorised

1 to discharge executive functions

2 through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including:-

The Sub-Scheme of Delegation of the Strategic Director of Adult Care, Housing and Public Health delegates to the Director of Public Health (p.3) the function to:

In respect of procurement, contract administration and best value: · In accordance with Financial and Procurement Procedure Rules, matters relating to the specification for works, goods and services, the seeking of estimates, quotations and tenders, the evaluation of the same and acceptance of tenders relating to contracts for works, goods and services in accordance with approved budgets or supplementary estimates.

Brief Description of Decision:

 

 

The officer decision confirms the decision to award Work Order(s) to the total value of £532,307.99 to the substance misuse treatment provider WAWY via the Non-Core Framework. This funding is from the Supplementary Substance Misuse Treatment & Recovery Grant (SSMTRG). The Work Order(s) delivery period commenced 1st April 2023 and will expire 31st March 2024.

The Work Order(s) are required to deliver specific activities in the utilisation of the SSMTRG, which also includes management of the residential rehabilitation element of the Grant from the 1st of July 2023.

 

Details of the Work Order(s) awarded  will be made available on the Council’s contracts register, Contracts Finder and Find a Tender.

 

Reasons for the Decision:

 

The decision is made in order to deliver the additional service capacity described in the Cabinet paper of July 2022.

Details of alternative options considered and rejected:

 

WAWY are the Councils sole provider of the pathway for Alcohol and Drugs services. The Core Contract and Non-Core Framework were awarded following an openly advertised competitive procurement process undertaken in line with the Social and Other Specific Services provision of the Public Contract Regulations (as amended). The award of the Work Order(s) uses the Non-Core Framework, which permits the commissioning of additional activity as described.
