Appendix 9, Section 4C3, of the Council’s Constitution provides that “The Strategic Director of Adult Care, Housing and Public Health is authorised to discharge executive functions through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including:- (4) Strategic Commissioning; (a) Commissioning”. 

Brief Description of Decision:

 

To utilise the available contract extension clause, to extend the end date of the contract for The Rotherham NHS Foundation Trust – Integrated Rapid Response Team, for a period of 6 months, to 31 March 2024.

Reasons for the Decision:

 

 

The Care Act 2014 gives carers the legal right to recognition and entitlement to support in their own right. The Carers Emergency Service helps RMBC to meet its responsibilities and supports the Borough that Cares Strategic Framework 2022-25

The Carers Emergency Service provides a domiciliary care service for a period of up to 48 hours (72 hours over a Bank Holiday period) in cases when substitute care is necessary as a result of any sudden or unplanned event meaning the informal carer cannot provide care and where it would be unsafe to leave the cared for person without support.

This support is available to Rotherham residents whose informal carer is registered on RMBC’s Carers Emergency Scheme.

Activation of the service is via Rothercare, RMBC’s Community Alarm Service who then make contact with the provider to activate the service.

The current provider of this service is The Rotherham NHS Foundation Trust – Integrated Rapid Response Team who deliver the service in line with the service specification.

The decision will enable the service to continue to be delivered under the current contract arrangements which are working well.
