In 2021 Rotherham Council was awarded £31.6m central government (Town Deal) funding, of which £6.6m was allocated to the Templeborough Business Zone scheme. At May 2022 Cabinet report it was recommended that the local assurance was done through existing Officer delegations. The Business Case approach was recommended in line with Government best practice and requirements.

Namely, the Cabinet agreed to the implementation of all projects within the Town Deal and Levelling Up Fund (currently Pathfinder) and that they are to be detailed in project-specific Full Business Cases. The Cabinet noted that the implementation of projects will be subject to the Council’s assurance framework and with Full Business Cases approved by the Strategic Director of Regeneration and Environment in consultation with the Council’s S151 Officer and the Cabinet Member for Jobs and the Local Economy (the Cabinet – 16/05/2022, minute nr. 149).

The following specific delegation applies: The implementation of any functions associated with any grant/funding regime, including, but not limited to, National Grants/funding, SYMCA funds, Grants & Programmes and European Funding/Grants.

Decision:

To approve a Full Business Case detailing the final Templeborough Business Zone project costs, timeframe and outcomes thus allowing implementation of the project. To approve signing of the legal agreements (6 no.) to enable the delivery of the Templeborough Business Zone project. To accept and enter into a Grant Agreement with the South Yorkshire Mayoral Combined Authority (SYMCA) for £1,779,297 of Gainshare grant funding for the Templeborough Business Zone scheme.

 

Reasons for the Decision:

To enable the full implementation of the Templeborough Business Zone scheme.

Details of alternative options considered and rejected:

The alternative option is not to proceed with the current scheme as detailed in the FBC, not to sign the pertinent contractual agreements and not to accept the Gainshare grant funding from SYMCA. This would be contrary to the agreed Cabinet report and the Council’s commitments within the Pathfinder programme. This option is therefore not recommended.
