Cabinet authorised the Assistant Director of Regeneration, Planning and Transport in consultation with the Cabinet Member for Jobs and the Local Economy and the Head of Legal Services to affect the making, confirmation, and implementation of the CPO in respect of 3-7 Corporation Street.

 

Brief Description of Decision:

The decision is to self-confirm the CPO following agreement to acquire 3-7 Corporation Street and removal of all objections, and; to demolish the two properties that make up 3-7 Corporation Street.  

 

Reasons for the Decision:

Agreement to acquire the properties that make up 3-7 Corporation Street has been reached and objections to the CPO have been addressed and will be removed enabling the Council to seek authority from the Planning Inspectorate Casework Unit to self-confirm the CPO.  Demolition of the derelict, fire damaged properties is required as soon as practicable after acquisition to remove a significant Health and Safety concern in the town centre.

 

Details of alternative options considered and rejected:

There are no alternative options to self-confirmation of the CPO.  However, alternative options for the properties on the site post-acquisition have been considered and there are 2 primary options that exist:

 

1.    Council demolition of the existing properties upon acquisition to provide a cleared site to a developer:

2.    Developer demolition of the properties prior to redevelopment of the site

 

Option 2 was rejected due to the need to remove the significant health and safety concerns associated with the unsafe structures as soon as possible after acquisition.
