Officer Decisions

Officers exercise delegated decision making powers in respect of both non-executive and executive functions of the Council.

The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.

The Chief Executive and Strategic Directors of the Council have established their own sub-schemes of delegation detailing which and how both non-executive and executive functions will be discharged on behalf of the authority.

“That authority be delegated to the Strategic Director of Finance and Customer Services to adjust the allocations provided to the discretionary scheme and the Local Self-Isolation Support Payment Scheme, between the schemes, as demand requires.”

Brief Description of Decision:

 

 

That the allocation of funding of £200,000 that was initially split equally across the Test and Trace Discretionary Scheme and the Local Scheme, due to changes in demand, be allocated solely to the Local Scheme. 

 

The Cabinet report on the Councils response to Covid-19 that was presented to Cabinet on 25 January 2021 set out an allocation of £200,000, split equally across the Test and Trace Discretionary Scheme and a Local Scheme.

 

At the meeting of 25 January Cabinet delegated authority to the Strategic Director of Finance and Customer Services to adjust those budgets as required between the two schemes. The budgets were to be funded from the Councils Control Outbreak Management Fund (COMF) allocation.

 

Since that delegation was made the Government have made additional discretionary grant allocations to the Council meaning the Council does not now need to use the £100,000 that had been allocated for the discretionary scheme.

 

Since January however number of claimants seeking support through the local scheme has dramatically increased. As such, and in conjunction with the update provided to Cabinet on the Councils Local Scheme for Self-Isolation Support Payments to be presented to Cabinet on 20 September 2021, it is proposed that this full allocation of £200,000 is used for the Local Scheme.

 

Reasons for the Decision:

 

 

Government provision has negated the need for an additional allocation to the governments discretionary scheme, however, the need for more funds for the Local Scheme has been generated due to significantly increased volumes of claims received during July and August 2021, a period where nationally the level of NHS Track and Trace numbers rose.

 

Details of alternative options considered and rejected:

 

The alternative option to end the Local Scheme when the funding runs out was rejected as this would mean that some claimants in need of support are rejected and would not support the wider aims of the Council to encourage people to adhere to self-isolation rules.
