This is a decision to allocate part of Children’s Capital of Culture’s UK Shared Prosperity Fund grant funding to the continuation of our successful traineeship programme. This will create at least 16 part-time paid roles for 16 to 25 year olds from Rotherham. Grants will be awarded to at least five South Yorkshire cultural and creative organisations to employ these trainees and run an accompanying programme of events, activities, festivals and opportunities as part of the Children’s Capital of Culture Festival Year. Reasons for the Decision: |
Following the receipt of the request to extend the existing waiting restrictions various iterations of restrictions were considered. Upon completion of the consultation process, and subsequent discussions with residents and Local ward members, the extents proposed will cover all the locations where indiscriminate parking takes place.
These restrictions are unlikely to lead to significant parking migration problems further into the village given the road layout (junctions / driveways) and the presence of more appropriate parking options across Harthill accommodated within the design. Furthermore, whilst the proposed restrictions will prohibit waiting, they will not prevent motorists from stopping for as long as necessary to pick up or set down passengers, which may alleviate some of the concerns raised by residents.

Introducing restrictions on both sides of the main road through the village was considered but this was discounted as it was perceived by residents that vehicle speeds would increase as there would be nothing on the carriageway to slow their progress.
Making no changes to the restrictions was considered, but this would be likely to still result in obstruction and would not address the repeated concerns raised by residents.
A 20mph speed limit along the entirety of the village on Hard Lane and Union Street was considered to be implemented alongside this waiting restriction but was not supported at this time, due to the requirement for additional traffic calming measures throughout the village to achieve compliance of the Council’s 20mph Policy. This may be considered in the future.

In February 2022, Cabinet approved a budget to support the decarbonisation of the Council’s corporate estate.
An opportunity has arisen to enhance the solar photovoltaics (PV) already included within the Markets and Library projects. As the site is to be electrically heated as per planning requirements, further solar PV will reduce the ongoing revenue requirements for the site following completion and avoid the need for retrofit at a later date to meet the Council’s decarbonisation targets. Maximising on site renewable generation will also improve the sites operational carbon footprint.

The Council has also considered retrofit of the site with solar panels after the completion of the current construction scheme. However, due to the Council’s 2030 target and the timeframe for decarbonisation being short a later retrofit may also void any roofing warranties applied and potentially interrupt service delivery. Installation as part of the existing project and contract is therefore preferred.
Doing nothing was also considered, but this would lead to increased revenue costs to the Council and would not ensure a decarbonised estate.
