Officers exercise delegated decision making powers in respect of both non-executive and executive functions of the Council.

The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.

The Chief Executive and Strategic Directors of the Council have established their own sub-schemes of delegation detailing which and how both non-executive and executive functions will be discharged on behalf of the authority.

The scheme was reported to Cabinet Members on 19th December 2022, (Item 90) and delegated approval was given to the Strategic Director enter Local Neighbourhood & Road Safety Schemes into the Capital Programme, Transportation Capital Investment Programme, which was approved on 11th May 2023.

 

The sub-scheme of delegation authorises the Assistant Director to promote, consider objections to and implement Traffic Regulation Orders under the Road Traffic Regulation Act 1984.

 

Decision:

Approval of the proposal to reduce the speed limit along various roads in the Lawrence Drive area, Swinton.

 

Reasons for the Decision:

To enable the implementation of a 20mph speed limit to assist in the reduction of the incidence or likelihood of injury & non injury road traffic collisions taking place.

 

Details of alternative options considered and rejected:

A 20mph speed limit was originally considered at Lawrence Drive only, however speeds are in line with those required to introduce the lower speed limit at other roads in the vicinity. It is expected that the extension of the 20mph speed limit will have a beneficial effect if extended to the various roads now included in this proposal.

  1. Approve the acceptance and planned spend of an annual Multiply grant of £408,000 from SYMCA, for each of the years 2023/24 and 2024/25.

 

  1. Delegates authority to the Assistant Director of Planning, Regeneration and Transport in consultation with the Cabinet Member for Jobs and the Local Economy, to agree grant awards, within the terms and conditions of the funding, to colleges, community organisations and other training providers to deliver the agreed learning activity and outputs for the Programme.

To approve the allocation of Multiply grants to a range of delivery organisations.

 

Reasons for the Decision:

To allow the awarding of grants to local voluntary and community organisations to provide numeracy support to local residents, with a focus on those furthest from employment.

A business case has been signed off from all relevant Council service areas.

The contract value is £762,562 over 48 months.

Brief Description of Decision:

The purpose of this report is to consider a proposed no waiting at any time restriction on the new Parkgate link road (currently under construction) to be known as Stadium Way with the restriction proposed for both sides of the road, from its junction with the A6123 Aldwarke Lane to the internal roundabout within Parkgate Retail Park; a length of approximately 660m. The key recommendation of the report is to continue with the making of the order.

Reasons for the Decision:

Failure to secure the traffic regulation order may result in vehicles parking on, the proposed new link road, which may affect the free and safe flow of traffic, or collisions due to overtaking stationary vehicles. The proposed change to the traffic regulation order addresses this.

 

Details of alternative options considered and rejected:

One option considered was that Stadium Way would be constructed and subsequently adopted without any waiting restrictions being introduced. However, due to the requirement to ensure that the new link road was free from any stationary vehicles, then this option was not considered a viable option.
