Officers exercise delegated decision making powers in respect of both non-executive and executive functions of the Council.
The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.
The Chief Executive and Strategic Directors of the Council have established their own sub-schemes of delegation detailing which and how both non-executive and executive functions will be discharged on behalf of the authority.
Decision records for the discharge of functions by officers are published below. These decision records set out the following information:-

3. (d) To divide electoral divisions into polling districts at local government elections – Section 31 Representation of the People Act 1983
|
Brief Description of Decision:
|
To approve temporarily change seven polling places for the 6 May 2021 Local Government and Police & Crime Commissioner elections due to their unavailability. |
Reasons for the Decision:
|
Under Section 18A to 18E Representation of the People Act 1983 the Council has a duty to designate polling places for the polling districts and keep these under review.
Following the latest Polling District and Polling Places Review, Full Council approved the scheme of polling districts and polling places on 30 October 2019.
Due to the unavailability of seven polling places on 6 May 2021, it is necessary to allocate temporary alternative polling places for the affected polling districts.
The decision is required at short notice due to the election timetable, therefore it needs to be made under delegated powers.
|
Details of alternative options considered and rejected:
|
As polling districts are small geographical areas, there is often only a limited number of options of suitable buildings to use as polling stations. Consideration has been given to The Electoral Commission’s guidance when seeking alternatives.

To approve the use of unspent COVID Winter Grant of £9,962 of the £30,000 allocation for food support via VAR for Christmas to be used over the Easter holiday period for the same purposes.

Brief Description of Decision:
|
To approve the use of unspent COVID Winter Grant of £9,962 of the £30,000 allocation for food support via VAR for Christmas to be used over the Easter holiday period for the same purposes. |
Reasons for the Decision:
|
The original grant allocation only covered Christmas. The decision will enable a change to the SLA Schedule supplement with VAR to facilitate use over Easter for the reasons set out:
• £30,000 was allocated by Cabinet to VAR to support circa 300 families being provided by VCS organisations over Christmas. The grant would be used to purchase, parcel up and distribute food alongside provision supported through charitable donations.
• The out-turn for the Christmas food support shows 302 families provided for, including 1023 people of which 567 were children. However, even though the anticipated outcomes were achieved, £9,962 of the funding remains unspent.
• VAR now propose to extend the provision that was made over Christmas to the Easter school holiday period. This would involve working across the same range of VCS organisations, delivering food support targeted to vulnerable families with children. This proposal is compliant with the DWP grant conditions and objectives of the Cabinet decision.
• The use of the grant over the Easter school holidays will ensure that it is fully spent, and additional community benefit realised. |
Details of alternative options considered and rejected:
|
Any alternative would require finding another use for the funding or the risk of the grant remaining unspent and having to be returned to DWP. |
