The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.
The Chief Executive and Strategic Directors of the Council have established their own sub-schemes of delegation detailing which and how both non-executive and executive functions will be discharged on behalf of the authority.

This would carry significant reputational risk, a contractor is already onsite and the scheme is already underway.

Seek funding from an alternative source. However, given SYMCA have already seen the Full Business Case for this scheme and have approved the allocation of these funds, this is not recommended due to the additional works that would be required to identify another appropriate funding stream. SYMCA have specifically allocated funding for the purpose supporting the Rotherham Markets and Central Library project and therefore it's appropriate that we utilise this funding stream rather than exploring alternative options. |

The Codes of Practice requires the plan covers all the areas of food and feed law which the Competent Authority has a duty to enforce, be documented in accordance the Practice Guidance and the Framework Agreement. The plan sets out how the Competent Authority intends to deliver and resource official food and feed controls and other official activities in its area and addresses any variance in meeting the outcomes of the previous Food and Feed Service Plan.
It also includes a performance review of the previous year.
The plan must be submitted for approval by a relevant member forum or relevant senior officer.
