The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.

The Chief Executive and Strategic Directors of the Council have established their own sub-schemes of delegation detailing which and how both non-executive and executive functions will be discharged on behalf of the authority.

To allocate 80% (£593,000) of the Rapid Testing Fund (RTF) in accordance with the mandatory grant conditions, and to distribute the 20% (£148,000) discretional element - on an assessment of the emerging risks, and in line with the wider testing strategy.

 

Reasons for the Decision:

 

 

The Government announced an extra £149 million grant nationally to support the roll out of Lateral Flow Device (LFD) testing in care homes. The main purpose of the fund is to support the setup, training and implementation of additional rapid testing of staff in care homes, and to support testing visiting professionals. The expenditure must be incurred between t2 December 2020 and 31 March 2021.

 

The fund can be used for:

·       Staff costs associated with training and carrying out LFD testing.

·       Costs associated with recruiting staff to facilitate increased testing.

·       Costs associated with the creation of a separate testing area where staff and visitors can be tested and wait for their result. This includes the cost of reduced occupancy where this is required to convert a bedroom into a testing area, but only if this is the only option available to the care home; and,

·       Costs associated with disposal of LFD tests and testing equipment.

 

The fund is only intended to support additional rapid testing using LFDs. The Council has been allocated £741,000.

 

The Council has facilitated the distribution of the specified 80% of the Rapid Testing Fund in accordance with the grant conditions. This is recorded via the Record of Officer Executive Decision from the Strategic Director of Children and Young People Services.  If a home refuses its allocation the funding will be added to the 20%, in accordance with the grant conditions. 

 

Councils must use 20% of the fund to support the care sector to operationally deliver rapid testing, but this can be allocated at the Council’s discretion.

On 16 January 2021, the Government announced a further fund of £120m nationally to increase staffing capacity in adult social care. Rotherham’s allocation is £672,000.

The conditions of the funding are that the monies have to be spent by 31 March 2021 and covers expenditure between 16 January and 31 March 2021. Local authorities who have not fully spent their allocation at the end of the fund?will?be expected to repay any unspent monies?to Government.

The funding will be paid as a Section 31 grant ringfenced exclusively for actions which enable local authorities to deliver measures to supplement and strengthen adult social care staff capacity - to ensure that safe and continuous care is achieved to deliver the following outcomes:

·       Maintain care provision and continuity of care for recipients where pressing workforce shortages may put this at risk.

·       Support providers to restrict staff movement in all but exceptional circumstances, which is critical for managing the risk of outbreaks and infection in care homes.

·       Support safe and timely hospital discharges to a range of care environments, including domiciliary care, to prevent or address delays as a result of workforce shortages; and,

·       Enable care providers to care for new service users where the need arises.

The conditions of the fund are extremely time restrictive as the window for expenditure to be incurred opened on the 16 January and closes on the 31 March 2021. The grant will be allocated as set out and is recorded via the Record of Officer Executive Decision from the Strategic Director of Children and Young People Services.

Through initial consultations in July 2020 a number of options were discussed for appropriate memorials ranging from a Town Centre commissioned public artwork to the Hope Fields proposal. Consultation was overwhelmingly in favour of the Hope Fields proposal for the following reasons:

·       Offering a quieter, more relaxed space for recovery from grief, anxiety and mental health issues

·       Providing a larger area to encourage dwell time and enable larger groups of people to come together when it is safe to do so

·       Ability to adapt over time and respond to the changing and unforeseen circumstances of the pandemic.

The award of a contract in respect of providing services for maintenance, servicing and repairs relating to heating and hot water installations within various Corporate and Civic establishments situated within the Borough, as detailed within the Procurement Business Case, which was approved by Simon Moss (Assistant Director, Planning, Regeneration and Transport) on 11 September 2020. This was tendered and awarded to Sure Maintenance Ltd for a period of 24 months, with the option to extend for a further 2 x 12 month periods.

 

The contract will commence on 1 April 2020

1)    That in line with regulations, the number of attendees at a funeral service remains at a maximum of 30, continuing to observe 2 metre distancing for family bubbles within the chapel.

 

2)    That service times for cremations be reduced from 45 minutes to 30 minutes to further increase availability in line with the current back log and predicted increase in the death rate.

 

3)    That the price for a service be reduced from £943 to £775 to reflect the reduced time in chapel.

 

4)    That the service streaming fee be included in the £775 price. This will allow management of funeral attendee numbers and enable bereaved families and friends to view the service.

 

5)    That the changes to service times take effect from 4 January 2021.

 

6)    That monitoring of the ongoing situation is carried in line with the key areas of consideration as detailed in the officer’s report.
