Appendix 9, Section 4C3, of the Council’s Constitution provides that “The Executive Director of Adult Care, Housing and Public Health is authorised to discharge executive functions through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including: (4) Strategic Commissioning; (a) Commissioning”. 

Decision:

To note that a new process for assessing the rent for affordable rent properties has been implemented as from Monday 6 April 2026, the first Monday in the new rent year.

This decision is made under the delegated authority approved by Cabinet through the Housing Delivery Programme Report (January 2026), considered by Cabinet on 19 January 2026 (Minute 105). The report confirmed the continuation of the Housing Delivery Programme and its delivery arrangements. Paragraph 5.1 states:

"The Service Director of Housing will have responsibility for implementing the programme. The Service Director of Legal Services will have responsibility for negotiating, approving and completing all legal documentation necessary to deliver the scheme, including contracts."

Cabinet previously approved the inclusion of the Hurley Croft scheme within the Housing Delivery Programme through the Housing Delivery Programme 2025/26 Update Report, considered on 7 July 2025. This approved the addition of five new homes through the conversion of the former Hurley Croft Community Centre. Paragraph 2.14 states:

"The final change to the Council Build workstream is the addition of 5 homes to be delivered via the conversion of an unused Neighbourhood Centre at Hurley Croft."

The January 2026 report also confirmed that the programme includes five new homes to be delivered through the conversion of the Hurley Croft Community Centre.

The appointment of a contractor to deliver the approved scheme is therefore being made by the Service Director of Housing under the authority delegated by Cabinet and in accordance with the Council's Constitution (Appendix 9, Responsibility for Functions).

Decision:

To appoint Sanderson Building Services Limited following a competitive procurement exercise to undertake the conversion of the former Hurley Croft Community Centre into five one-bedroom Council homes, in accordance with the Council's Contract Procedure Rules and the Housing Delivery Programme.

The works include the remodelling and refurbishment of the existing building together with associated structural, mechanical and electrical works and external works required to enable occupation of the completed homes.

Reasons for the Decision:

The Hurley Croft scheme is part of the Council's approved Housing Delivery Programme and will provide five new one-bedroom Council homes through the conversion of the former community centre.

A competitive procurement exercise has been carried out in line with the Council's Contract Procedure Rules. Appointing a contractor will allow the scheme to proceed and support the Council's commitment to increasing the supply of good-quality affordable housing.

Tenders were assessed against agreed quality and price criteria. The preferred bidder achieved the highest overall score and offers the most economically advantageous tender, representing value for money within the approved budget, subject to confirmation of the final evaluation results.

Option 1: Proceed with appointment of the preferred contractor (Recommended).

This option enables the approved scheme to proceed and deliver five new Council homes as planned.

Option 2: Do not appoint a contractor.

This option was rejected because it would prevent the delivery of the scheme and delay the provision of additional affordable housing.

Option 3: Re-procure the works.

This option was rejected because it would delay the project, increase costs and expose the scheme to further inflationary pressures, with no guarantee of a better outcome.

This site forms part of a wider package of Council housing development sites brought to market. Extensive work has been undertaken to assess delivery options, procurement routes and site packaging to ensure the scheme attracts suitably qualified contractors, delivers value for money and supports successful project delivery.

Option 1: Do not award the contract
Rejected as this would delay the delivery of 20 new Council homes, increase programme risk and potentially lead to higher construction costs.

Option 2: Re-procure the contract
Rejected as a compliant competitive procurement process has already been completed. Re-procurement would result in unnecessary delay and additional cost with no guaranteed benefit.

Option 3: Use an alternative delivery route
Rejected as alternative delivery options were considered and were not assessed as offering the same level of value for money, programme certainty or risk management as the recommended option.

Decision:

To enter into a three-year grant agreement with Sheffield Royal Society for the Blind for the provision of a Sensory Impairment Service.

Reasons for the Decision:

Grant Terms associated with the Council’s Sensory Impairment Service reach their term on 31 March 2027.

The service makes a positive contribution to the Council’s duty under the Care Act 2014 to promote wellbeing and prevent, reduce and delay the need for care.  The people who benefit from the service are living in their own homes in the community. 

The Sensory Impairment Service offers a variety of services to enable people with sensory impairment to achieve their optimum level of independence. It is a preventative service and supports the Council to divert demand away from higher cost care and support options.

It also supports the Council’s Adult Care Directorate to meet its obligations under the Equality Act 2010 with an enhanced sensory offer above the statutory Care Act 2014 requirements. The service is unique in that they have a dual purpose in meeting the needs of both the deaf and blind community and are able to meet the needs of the deafblind.

The Council wishes to continue the current arrangement with a specialist voluntary and community sector provider for the period 1st April 2027 to 31st March 2030.
