2.    Delegated authority to the Assistant Director of Housing, in consultation with the Cabinet Member for Housing, to alter the Policy to bring it into line with forthcoming new legal time limits for social landlords to address damp and mould, if required.’

Decision:

Approve the changes to the Damp, Mould and Condensation Policy in line with legislative requirements of Awaab’s Law, which comes into force in October 2025.

Amendment - routine 100% damp and mould inspections will no longer be undertaken removing the need to inspect lower levels of damp and mould which will be referred directly to contractors for eradication works.

Reasons for the Decision:

This will enable Technical Officers to prioritise emergency and severe cases. Additionally, if emergency damp and mould is triaged at the initial point of contact, changes in the policy would enable officers to send requests for work straight to relevant contractors.

Details of alternative options considered and rejected:

Option 1- Don’t approve the amendments to the Damp, Mould and Condensation Policy and continue to deliver services in line with the current version approved in 2023. This is not recommended as it wastes the potential of new and improved triaging and digital capabilities.

Option 2- Approve the amendments to the Damp, Mould and Condensation Policy. This is the recommended option.

Assistant Director – Community Safety and Street Scene Head of Service – Highways

Decision:

The Assistant Director, Community Safety & Street Scene approves the updated Code of Practice for Highway Inspection and Assessment (CoPHIA).

Reasons for the Decision:

The CoPHIA is reviewed and updated annually. The latest edition introduces a formal procedure for managing Roadside Memorials and includes a preface outlining the legal powers available to the Council, in its role as Highway Authority, to safeguard the safety and integrity of the highway network.

No alternative options considered. Not annually updating the CoPHIA exposes the Council to unnecessary risk from an increase in successful highway claims and reputational damage.

Transport Capital Programme Cabinet report approved at the Cabinet Meeting on 17th March 2025 (para 137, Resolution 5), agreed to vary the Rawmarsh West and Wath ward projects from the initial LNRS2 concept scheme of works and that the decision on the redesignation of these two schemes is delegated to the Strategic Director for Regeneration and Environment, under his powers as Delegated Officer, in conjunction with the Cabinet Member for Transport, Jobs and the Local Economy, to enable work to commence promptly.

Councillor John Williams, Cabinet Member for Transport, Jobs and the Local Economy has been consulted on the report and approved it 23/07/25.

Decision:

Approve in principle the funding allocation to develop the proposed Local Neighbourhood Road safety schemes for the Rawmarsh West and Wath wards.

Reasons for the Decision:

The Strategic Director of Regeneration & Environment exercised his delegated powers and approved in principle the funding allocation to develop the proposed schemes for the Rawmarsh West and Wath wards as outlined in the report as per his delegated powers granted by the Cabinet decision of 17th March 2025.

Option1 – Recommended

To approve the delivery of the newly developed and councillor agreed schemes for the Rawmarsh West and Wath wards, these are:-

The proposed Rawmarsh West Local Neighbourhood and Road Safety scheme is centred on Haugh Road at the junction with Green Rise. This scheme aims to improve pedestrian accessibility in the area by providing pedestrian refuge islands, reduced junction mouths, new footway connections and the installation of traffic calming measures along Green Rise and Harding Avenue.

The proposed Wath Local Neighbourhood and Road Safety scheme aims to improve pedestrian movements and reduce speed along Station Road. This will be achieved by installing improved signage and the narrowing of vehicle lanes by increasing the width of some splitter islands along Station Road from its junction with the B6097 Biscay Way, across the A6023 Manvers Way and on to Dearne Road adjacent to the Waterfront Golf course.

Details of alternative options considered and rejected:

Various traffic options were considered for each ward, both sites have similar issues with busy roads causing community severance, isolating non-motorised users and making it difficult to cross the roads at busy times of the day.

The schemes developed with the elected ward members aim to address these issues in the most practicable way within the budget available.

Due to the time limited funding and the expected timeframe related to the development of another project, there was only the recommended option available, but to do nothing would not align with the submission made by local ward members and wouldn’t align with the Cabinet decision of 17th March 2025.

To seek approval to gather feedback from all parents who received a Rotherham Baby pack, regarding their experience with the pilot scheme, in order to inform future decision-making. 

Reasons for the Decision:

Formal Consultation: Seeking feedback from parents to inform a future Cabinet paper about the progress of the Rotherham Baby Pack Pilot, which will inform future recommissioning.
