Officer Decisions

Officers exercise delegated decision making powers in respect of both non-executive and executive functions of the Council.

The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.

The Chief Executive and Strategic Directors of the Council have established their own sub-schemes of delegation detailing which and how both non-executive and executive functions will be discharged on behalf of the authority.

Decision records for the discharge of functions by officers are published below. These decision records set out the following information:-

Extend the Domestic Abuse Outreach Service Contract for a further 12 months (as permitted within the contract terms), to 30 September 2027.

Reasons for the Decision:

The contract includes an extension clause permitting an extension of up to two years, covering any period up to and including the full two?year duration. As the service is currently in the first extension year (1 October 2025 to 30 September 2026), this decision provides additional time to review potential delivery models and develop future commissioning intentions.

22/04/2026 - Finance and Procurement Procedure Rules (FPPRs) Update ref: 2115    Recommendations Approved

To agree a series of changes to the Finance and Procurement Procedure Rules (FPPR’s) in order to bring them up to date and address the introduction of new financial processes such as the grant authorisation process.

Finance and Procurement Procedure Rules (FPPRs) Update

Decision Maker:

(Including Job Title)

Judith Badger

Executive Director of Corporate Resources

Details of Specific Delegation

or

Delegation contained in the relevant Sub-Scheme of Delegation.

The Executive Director of Corporate Services (Section 151 Officer) has delegated authority to approve changes to the Financial and Procurement Procedure Rules (FPPRs) where those changes are procedural / operational and do not amend the Constitution or the policy framework.

RMBC Constitution

Decision:

To update the FPPRs in line with changes to working

practices. A periodic review is required to ensure that the

FPPRs are aligned with The Council’s strategic objectives, organisational needs and are adjusted for both external and internal changes.

Reasons for the Decision:

The Council's Financial & Procurement Procedure Rules (FPPRs) were last revised in 2021, since then the Council’s capital programme has significantly increased in size and complexity, procurement processes and procedures have moved forward and a need for more robust governance around bids for government grants has developed. As such the Council has reviewed and revised its FPPRs.
Whilst the current FPPRs are functional, there have been several examples recently which confirm a need for an updated and improved set of FPPR’s supplemented by a new Capital Governance Principles guidance document. Examples within the FPPR’s that require clarification/update are:

  • Tightening of procedure around budget virements
  • A new section denoting the use of existing in-house resources
  • Inclusion of text stating that appropriate sign offs are required before a grant bid submission, as well as who can authorise this
  • Additional text stating the Deputy Section 151 Officer’s ability to deputise for the Section 151 Officer

Cabinet approval - meeting held on 16 October 2023 (minute number 74 resolution 4).

That Cabinet delegate authority to the Assistant Director of

Housing, in consultation with the Cabinet Member for Housing, to acquire up to 100 homes by 31 March 2026, in line with the Housing Acquisitions Policy and subject to available budget. This was in addition to any acquisitions already approved by Cabinet.

Cabinet approval - meeting held on 10 February 2025 (minute number 120 resolution 4)

That Cabinet approve an increase to the number of new homes the Council has authority to purchase under the Housing Acquisitions Policy (utilising the delegations referred to in Recommendation 3) from ‘up to 100 homes’ to ‘a minimum of 100 homes and not exceeding the approved budget’

Decision:

11 properties have been acquired under the delegated authority to the Assistant Director of Housing in the period covered by this decision - Quarter 3 of 2025-26.
