To approve the updated York and Lancaster Regimental Museum Collection Management Policy. The Policy forms part of the key evidence base which enables the service to achieve Museums Accreditation from Arts Council England.  The service recently achieved a Museum Accreditation renewal in December 2025, and the updated Collections Management Policy was a required area for development.

Do Nothing – The current Collections Management Policy is up for renewal May 2026. To do nothing would risk the recent awarded Museum Accreditation which is dependent on showing progress against the identified areas for improvement.

Adopt the Collections Management Policy – The reviewed policy appropriately reflects the current mission and values of the York and Lancaster Regimental Collection. It responds to and implements the recommendations from the recent Museum Accreditation panel and ensures that plans are in place for the safe and appropriate care of collections for future generations.

To enter into a new lease agreement between RMBC and Rush House upon the surrender of South Yorkshire Housing's existing lease with RMBC at 12 Lindum Terrace.

Reasons for the Decision:

The decision to issue a new lease directly to Rush House following SYHA’s relinquishment of its lease was made to ensure the continuity of a well-established supported housing service for vulnerable young people aged 16–25. Rush House has successfully operated from Lindum Terrace for a long period of time and provides specialist accommodation as part of the Council’s commissioned homelessness pathway through Roundabout. A direct lease avoids the displacement of current residents, protects the Council’s ability to meet its statutory duties to vulnerable young people, including care leavers, and preserves a specialist service that cannot easily be replicated elsewhere due to its Ofsted registration and established support model.

Details of alternative options considered and rejected:

The other alternative option was to return the property to the Council and cease the current supported housing provision. This option was rejected because it would have required the displacement of the 12 vulnerable young people currently living at Lindum Terrace, many of whom have complex support needs and are not ready for independent accommodation. It would also have reduced the availability of specialist supported housing within the borough, placing additional pressure on homelessness services and impacting the Council’s ability to meet its statutory duties to vulnerable young people, including care leavers. While alternative accommodation within the Roundabout pathway was considered, this would reduce overall service capacity and would not provide suitable provision for 16–17-year-olds requiring Ofsted-registered accommodation.

Sarah Clyde - DLT Briefing Paper - New Lease Arrangement: Lindum Terrace

Consideration was given to the background and rationale for the existing lease arrangements, the operational impact of South Yorkshire Housing Association relinquishing its lease, and the proposal for a new direct lease with Rush House. The report considered the implications for service continuity, statutory duties to vulnerable young people, financial considerations including Housing Benefit subsidy, legal and procurement advice, property condition, repair and maintenance responsibilities, funding opportunities through the Ending Homelessness Fund, associated risks, and the alternative options available. Particular regard was given to the need to maintain specialist supported accommodation at Lindum Terrace while ensuring value for money and minimising disruption to residents.

a)     agree and submit the Council's final consultation response to the South Yorkshire Mayoral Combined Authority (SYMCA) on the draft South Yorkshire Local Nature Recovery Strategy (SYLNRS); and

b)    agree the final version of the South Yorkshire Local Nature Recovery Strategy following the public consultation process and prior to final sign-off by SYMCA.

Decision:

To approve and submit the Council's final consultation response to the South Yorkshire Mayoral Combined Authority on the draft South Yorkshire Local Nature Recovery Strategy, in line with the delegation agreed by Cabinet.

Reasons for the Decision:

The decision enables the Council, as a Supporting Authority, to formally respond to the statutory consultation on the draft SYLNRS and to influence the final Strategy.

The response reflects officer input from across Council services and has been prepared in line with the Council's agreed position as set out in the Cabinet report.

The Strategy is an evidence-led strategic framework and does not commit the Council to specific delivery actions or financial expenditure at this stage.

With You were awarded the all–age drug and alcohol

treatment and recovery service pathway contract from 1 April

2023 following a competitive tender process, operating under

the service name Rotherham Alcohol and Drug Service

(ROADS).

The Local Authority is responsible for the commissioning of

alcohol and drug services for the Rotherham Borough as

described in the 2012 Health and Social Care Act[1]. The service contributes to a wide range of Public Health outcomes, including increasing the number of drug and alcohol treatment episode completions, reducing drug-related deaths, reducing reoffending, and reducing homelessness.

The Cabinet Report: Public Health Grant for 2026/27-16 March 2026 outlined the availability of several grants

being made available to Rotherham by the Office for Health

Improvement and Disparities (OHID), part of the Department

of Health and Social Care. These included a Drug and

Alcohol Public Health Grant to support the drug and alcohol

treatment and recovery agenda, and recommendations on

how they could be utilised.

This funding supports the expansion of the Alcohol and

Drugs service pathway to provide improved access,

additional service capacity, a range of harm reduction

initiatives and additional prescribing.

To agree to the award of a contract (Work Order) to Connect Healthcare Rotherham CIC to receive funding of £344,845 for additional activity required in the utilisation of the Local Stop Smoking Services and Support Grant 2026/27.

As described in the Cabinet Report: Public Health Grant for 2026/27-16 March 2026, Rotherham’s total protected smoking cessation allocation for 2026/27 is £898,386.00, of which £397,574 is for the Local Stop Smoking Services and Support Grant. £344,845 of this has been allocated to Connect Healthcare Rotherham CIC (Connect) to continue the delivery of additional service provision relating to the Local Stop Smoking Services and Support Grant 2026/27 aims.

The funding will stimulate additional quit attempts, link smokers to effective interventions, boost the capacity of community stop-smoking services (CSSS), build professional competence, and strengthen partnerships within local healthcare systems.

·       Do not deliver the scheme

The do-nothing option would see the funding earmarked for the interventions under the OPF umbrella being reallocated within the Council budget. At submission to Cabinet, it remains a Council priority to listen to the community and deliver improvements in line with the OPF initiative objectives. There is a strong case regarding the need to deliver repairs and general upgrade to the area within the perimeter of the roundabout taken its current condition. The ‘do nothing’ option is therefore discounted.

·       Deliver improvements to the College road roundabout underpasses only

The intervention proposed responds to the matters raised at the public consultation and is fully within the remit of the funding allocated. This option delivers the required intervention to the College road roundabout underpasses. This option is acceptable and can therefore be recommended for delivery, but it is not a preferred one at this stage of the project development, because it misses an opportunity to deliver a positive improvement to an additional underpass within the immediate proximity of the location identified through the consultation with the public and the stakeholders.

·       Deliver improvements to the College road roundabout underpasses with an inclusion of an additional underpass under the Centenary way (recommended)

The preferred option is the ‘do maximum’ option: to secure approval for the delivery of a multidisciplinary intervention at the College road roundabout (to its underpasses and wider area) and to include a basic uplift to the Centenary Way underpass leading to Chapel walk into the scope of this intervention.
