The present Scheme of Delegation from the Leader of the Council, which sets out how executive functions will be discharged, provides for delegated decision making by officers. Appendix 9 of the Constitution sets out the non-executive functions delegated to officers. All executive functions, other than those reserved by Cabinet, may be discharged by officers.

The Chief Executive and Strategic Directors of the Council have established their own sub-schemes of delegation detailing which and how both non-executive and executive functions will be discharged on behalf of the authority.

Reasons for the Decision:

Failure to secure the traffic regulation order may result in vehicles parking on, or near to the junction of Sunny Lane and Grace Rose Avenue which may affect the free and safe flow of traffic or contribute to collisions at the junction due to restricted visibility. The proposed change to the traffic regulation order addresses this.

One option considered, was having no lengths of waiting restrictions at all along the lengths of road under investigation. However, after further investigation, this option was not considered appropriate

The decision is required to ensure that the Local Authority have a fully compliant Home to School Transport Policy as there is requirement for this to be revised and published each year.

 

Decisions made in accordance with Policy have a considerable impact on Council’s resources each financial year. As our duties to provide assisted transport for all eligible children and young people who are Rotherham residents, are statutory, there is requirement to ensure that policy is non ambiguous and is strictly adhered to with decisions.

Brief Description of Decision:

The fees and charges for the Business Waste service for 2025-2026.

 

The decision will be made by Assistant Director Sam Barstow as agreed by cabinet previously for services with a commercial interest.

 

The decision will be a variable pricing structure dependant on collection receptacle, tonnage, and frequency. With the option for the business waste officer to be flexible with certain parameters to agree individual pricing to attract and retain customers.

 

This is a key decision which is made outside of the normal fees and charges setting process due to the commercial nature of the service the Council offers.

 

Reasons for the Decision:

The business waste service had a full review of operations, costs, processes, and procedures. Specifically for determining a new pricing structure, finance colleagues have worked fully with the service to produce the pricing structure, which ensures a full accurate pricing mechanism to ensure best value for the customers and the Council.

 

As a result, changes to the pricing for the Business waste service was needed to reflect the new service areas now on offer (recycling streams) to potential customers and to cover costs of running the service.

 

This year with the introduction of glass, cans and plastic recycling the figures were review again along with the route optimisation data. To continue to ensure all costs are covered and the service still remains competitive, and the best value for customers and the Council.

 

The recommended decision is to follow the pricing guide set out in Appendix 1 (Pricing Model Briefing)

The Authority and the Supplier Target Housing entered a contract for the provision of Servicesdated 1 July 2024 with the Council’s reference number 22-129. (“Original Contract”) for the purposes of delivering the Single Supported Accommodation Service.  The service helps the Council to fulfil its duties towards the Council’s Homelessness Prevention and Rough Sleeper Strategy found here- Homeless Prevention and Rough Sleeper Strategy 2023 – 26.This Contract was awarded following a competitive tender using the Council’s Housing Related Support Flexible Purchasing System.

 

In order to meet demand, the Authority and the Supplier have agreed to vary the terms of the Original Contract as set out in this agreement to provide an additional 28 units of accommodation and support.
