We the undersigned petition the council to call on the Council to suspend the recent changes to the petition scheme, fully consult with members of the public (especially those who have used the petition scheme over the past two years), and carry out an impact assessment on any proposed changes, before implementing any further changes.

The petition scheme was changed in May 2019, apparently without any consultation with members of the public or with petition users and with no equality impact assessment.

Council response

Dear Mr. Harron,

Thank you for your petition which you presented to the Council at its meeting on 4 September 2019.

Your petition called on the Council to suspend the recent changes to the petition scheme, fully consult with members of the public (especially those who have used the petition scheme over the past two years), and carry out an impact assessment on any proposed changes, before implementing any further changes.

As your petition was supported with more than 20 signatures, it was reported to Council for information as you were unable to attend that meeting to present the petition. Under the provisions of the petition scheme, I am writing to you to provide a response.

Having agreed changes to the Constitution on 22 May 2019 on the recommendation of a cross party group of Members, there is no plan to review the Constitution or petition scheme during this municipal year. Following the whole Council elections in May 2020, a report will be submitted requesting the adoption of the Constitution and its various provisions, if Members determine to do so, this will include an option to review the detail of the petition scheme. To this end, the Council does not propose to take any action in response to your petition.
