To approve and adopt the Housing Workforce Policy and Housing Code of Practice as the Council's approach to meeting the requirements of the Regulator of Social Housing's Competence and Conduct Standard, which comes into force on 1 October 2026.
Background Context:
The Housing Workforce Policy sets out the Council's approach to managing and developing the skills, knowledge, experience and behaviours of housing staff, including learning and development, performance appraisal and the management of poor performance, as required by the Standard.
The Housing Code of Practice sets out the professional behaviours and service standards expected of housing staff when delivering services to tenants and residents. It builds upon the Council's existing Code of Official Conduct by providing housing-specific guidance on delivering a high-quality housing service.
The documents have been developed following a review of existing corporate policies and arrangements against the requirements of the Competence and Conduct Standard. Whilst existing arrangements support elements of compliance, additional housing-specific documents are required to ensure regulatory requirements are met and to provide tenants with opportunities to influence and scrutinise the Council's approach.
The recommendation is to approve and adopt both documents.
