This report sets out the main findings and
recommendations from the scrutiny workshop undertaken by the Health
Select Commission to consider residential and nursing care home for
adults aged over 65. The purpose of the workshop was to consider
progress in bringing about improvements to safety, quality and
effectiveness in the sector.

Consultation process
The Council's Overview and Scrutiny bodies
(Overview & Scrutiny Management Board and the Select
Commissions) undertake reviews and provide challenge to those
developing and approving policy and delivering services. As part of
that process, recommendations are developed by Scrutiny Members
(non-executive councillors) for the consideration of decision
makers at Cabinet (executive councillors).
In Rotherham recommendations from Scrutiny Members are reported to
the full Council for information before a response is prepared for
approval by Cabinet. The response of the Cabinet is then reported
back to the originating Scrutiny body and to the full Council. The
Scrutiny body will then monitor the implementation of agreed
recommendations and continue to hold decision makers and those
implementing decisions to account.
