Reason for urgency:
If the decision had to wait until the September Cabinet meeting it would make it challenging for some external organisations to plan for using the proposed expenditure as the Council has to commit to spending the grant by March 2022. The extra time created to facilitate use of the grant by taking the decision in August will mean that it is more likely it will be that organisations will be able to make best use of it.
